AS THEY SHALL BE AMENDED FROM
TIME TO TIME.

SEC. 2. And be it further enacted, That this Act shall take effect
on July 1, 1970
IS HEREBY DECLARED TO BE AN EMERGENCY
MEASURE AND NECESSARY FOR THE IMMEDIATE PRESER-
VATION OF THE PUBLIC HEALTH AND SAFETY AND HAV-
ING BEEN PASSED BY A YEA AND NAY VOTE SUPPORTED
BY THREE-FIFTHS OF ALL THE MEMBERS ELECTED TO
EACH OF THE TWO HOUSES OF THE GENERAL ASSEMBLY,
THE SAME SHALL TAKE EFFECT FROM THE DATE OF ITS
PASSAGE.

(House Bill 1173)

AN ACT to add new Sections 411AE through 411AM 411AO, inclu-
sive, to Article 66C of the Annotated Code of Maryland (1969 Sup-
plement), title "Natural Resources," to follow immediately after
Section 411AD thereof and to be under the new subtitle "Severn
River Watershed—Sediment and Waste Control," to provide for
the control of pollution of the Severn River as caused by sewage
OR WASTE WATER; by establishing standards for sewage OR
WASTE WATER outflow from all treatment plants within the
Watershed; by requiring such plants to submit plans for meeting
such standards; by prohibiting the dumping of waste into the
river; by requiring approved sedimentation control and sewage
disposal plans as a prerequisite to the issuance of any building
permit within the Watershed for any structure other than
agricultural or large lot single-family dwellings; by requiring
approved sedimentation and sewage disposal plans as a prerequi-
site to the construction of any road, building, or structure by any
State, county or municipality within the Watershed; and by pro-
viding for enforcement and penalties for violation AND TO PRO-
VIDE FOR THE CONTINUATION OF RIPARIAN RIGHTS
FOR WATER USE FOR AGRICULTURAL PURPOSES FOR
PERSONS WHO HAVE LOST SUCH RIGHTS THROUGH
CONDEMNATION.

Whereas one of the key purposes of this bill is to maximize
rain water run-off into the ground and/or minimize this run-off
into the sewage disposal system or storm sewers; now, therefore

Section 1. Be it enacted by the General Assembly of Maryland,
That new Sections 411AE through 411AM 411AO, inclusive, be and
they are hereby added to Article 66C of the Annotated Code of Mary-
land (1969 Supplement), title "Natural Resources," to follow immedi-
ately after Section 411AD thereof, to be under the new subtitle
"Severn River Watershed—Sediment and Waste Control," and to
