CHAPTER 199
(House Bill 942)

AN ACT to add new Section 222 to Article 19 of the Code of
Public Local Laws of St. Mary's County (1965 Edition, being
Article 19 of the Code of Public Local Laws of Maryland), title
"St. Mary's County," to follow immediately after Section 221
thereof, to establish a Board of Directors overseeing a voca-
tional training facility for the handicapped, providing for the
establishment and staffing thereof and matters relating generally
thereto.

Section 1. Be it enacted by the General Assembly of Maryland,
That new Section 222 be and it is hereby added to Article 19 of
the Code of Public Local Laws of St. Mary's County (1965 Edi-
tion, being Article 19 of the Code of Public Local Laws of Mary-
land), title "St. Mary's County," to follow immediately after Sec-
tion 221 thereof, and to read as follows:

222.

Board of Directors for the Sheltered Workshop for the Handi-
capped.

(a)    The County Commissioners of St. Mary's County are au-
thorized to establish a Board of Directors for the Sheltered Work-
shop for the Handicapped for St. Mary's County, whose purpose
it shall be to establish and oversee a vocational training facility to
foster and develop gainful employment for the handicapped of St.
Mary's County.

(b)    The Board of Directors shall consist of twelve members
who shall be appointed by the County Commissioners, and shall
consist of one member of the County Commissioners, the Superin-
tendent of Schools, the Director of Social Services, the Director
of Health, the Director of Employment Security, the Vocational
Rehabilitation representative of the State Department of Educa-
tion, the President of the St. Mary's Association for Retarded Chil-
dren, and five members from the county at large. The Directors
other than the five at-large members shall serve so long as they
hold the positions enumerated above. The at-large members shall
serve terms of four years from the date of their appointment.

(c)    The Board shall annually elect a chairman and a vice-
chairman from its membership; and it shall also elect a secretary
and a treasurer. The Board may require the treasurer to give bond
in such amount as it may determine. It is further authorized to
adopt all necessary rules and regulations for the conduct of its
business and for the protection of properties under its control. The
Board shall hold such regular and special meetings as it may deem
necessary.

(d)    The Board may employ such personnel as it may consider
to administer its functions properly; it shall employ a Director who
shall be a person with the training, experience and capacity to
initiate and maintain under his general supervision, a program of
vocational training for the handicapped. The Director and all
