AN ACT to repeal and re-enact, with amendments, Section 104 (c-1)
of Article 52 of the Annotated Code of Maryland (1968 Replace-
ment Volume), title "Justices of the Peace," subtitle "Trial Magis-
trates System," providing for the payment of costs in certain
criminal prosecutions in Cecil County.
Section 1. Be it enacted by the General Assembly of Maryland,
That Section 104(c-1) of Article 52 of the Annotated Code of Mary-
land (1968 Replacement Volume), title "Justices of the Peace," sub-
title "Trial Magistrates System," be and it is hereby repealed and
re-enacted, with amendments, to read as follows:
104.
(c-1) In Cecil County, one half of all costs, fees, fines, penalties
and forfeitures shall be paid to the several incorporated municipalities
of the county, respectively, if the arrest in a particular case was made
by the municipal police. If a criminal prosecution in Cecil County is
dismissed at the request of a complaining witness other than a police
officer, the complaining witness shall pay any costs and fees incident
to that prosecution.
Sec. 2. And be it further enacted, That this Act shall take effect
July 1, 1970.

AN ACT to add new Section 9(h) to Article 65 of the Annotated
Code of Maryland (1968 Replacement Volume), title "Militia,"
subtitle "In General," to follow immediately after Section 9(g)
thereof, providing for the payment of a pension or salary upon the
termination of active service of any person who has held the posi-
tion of Adjutant General and who has been in the military service
of the State for a certain period, providing also for certain pay-
ments to the surviving widow of any such former Adjutant Gen-
eral, and relating generally to the terms and conditions for such
payments.
Section 1. Be it enacted by the General Assembly of Maryland,
That new Section 9(h) be and it is hereby added to Article 65 of the
Annotated Code of Maryland (1968 Replacement Volume), title
"Militia," subtitle "In General," to follow immediately after Section
9(g) thereof, and to read as follows:

(h) Upon the termination of active service of any person who
has held the position of Adjutant General after 1966 and not later
