title "Party Governing Bodies," to provide that notices of meet-
ings of any party or governing body of any party shall be given by
regular first class mail.

Section 1. Be it enacted by the General Assembly of Maryland,
That Section 11-1(c) of Article 33 of the Annotated Code of Mary-
land (1967 Replacement Volume and 1969 Supplement), title "Elec-
tion Code," subtitle "Party Governing Bodies," be and it is hereby
repealed and re-enacted, with amendments, to read as follows:

11-1.

(c) The constitution and bylaws shall provide that no meeting
of any party or governing body of any party shall be called unless
ten days' written notice thereof shall be given, by [registered]
regular first class mail, to each person entitled under the constitution
and bylaws to attend, addressed to the residence of such person as
disclosed by the records of the board of the county or Baltimore City
in which such person is a voter. In the event it is necessary to call a
meeting to fill a vacancy in a nomination within ten days of a general
election, it shall be sufficient if seventy-two hours' notice shall be
given in a manner to be provided by the constitution and bylaws.

SEC. 2. And be it further enacted, That this Act is hereby declared
to be an emergency measure and necessary for the immediate preser-
vation of the public health and safety and having been passed by a
yea and nay vote supported by three-fifths of all the members elected
to each of the two houses of the General Assembly, the same shall
take effect from the date of its passage.

(House Bill 111)

AN ACT to repeal and re-enact with amendments Section 47A(c)
of Article 66C of the Annotated Code of Maryland (1969 Supple-
ment) , title "Natural Resources," subtitle "Agriculture," subhead-
ing "In General," to correct an error in the law creating the
Agricultural Commission.

Section 1. Be it enacted by the General Assembly of Maryland,
That Section 47A(c) of Article 66C of the Annotated Code of Mary-
land (1969 Supplement), title "Natural Resources," subtitle "Agri-
culture," subheading "In General," be and it is hereby repealed and
re-enacted with amendments to read as follows:

47A.

(c) The Commission shall consist of not more than nineteen
persons, fifteen of whom shall be appointed by the Governor for
terms of three years as follows: (1) two from a list of not less than
four nominees representing the dairy segment; (2) two from a list
