is sought is three hundred dollars ($300) or less, such payment shall
be ten dollars ($10). All such payments shall be made to the person
with whom the certificate is filed and shall accompany the certificate.
At a primary election each candidate as a delegate to a national
convention or as a member of the State central committee, executive
committee of any party or other party committee, shall pay the sum
of ten dollars ($10.00) upon filing his certificate with the board or
[Secretary of the State] the State Administrative Board of Election
Laws.

(b)    Candidates for President of the United States, Governor,
the United States Senate, Comptroller, and Attorney General, upon
filing their respective certificates with the [Secretary of State]
State Administrative Board of Election Laws, shall each pay to him
the sum of two hundred and ninety dollars ($290). Nothing in this
section shall apply to candidate for President of the United States
qualifying under Section 12-2 (a) (1).

(c)    Candidates for the House of Representatives of the Congress
of the United States shall each pay to the [Secretary of State]
State Administrative Board of Election Laws the sum of one hun-
dred dollars ($100) upon filing such certificates.

(d)     Candidates for State Senator shall each pay to the [Secre-
tary of State] State Administrative Board of Election Laws the sum
of fifty dollars ($50) upon filing such certificates.

4A-7.

(a)    In the event that the name of any candidate who has paid
a filing fee to any board or to the [Secretary of State] State Ad-
ministrative Board of Election Laws
as hereinabove provided, shall
not appear on the official ballot at the primary election by reason
of there being no opposing candidate, such candidate shall not be
entitled to a return of his filing fee. These sums shall be retained
by the [Secretary of State] State Administrative Board of Election
Laws,
the mayor and city council of Baltimore, or in the case of the
counties, by the county commissioners or the county council to which
the same shall have been paid by the board.

(b)    In the event that any candidate who has paid a filing fee
to any board or the [Secretary of State] State Administrative
Board of Election Laws,
as hereinabove provided, enters into active
duty with the armed services of the United States in the period
between the last date allowed for withdrawal of his name as a
candidate and the printing of the ballots or the voting machine
ballot labels, he shall be entitled upon withdrawing as such a candi-
date and upon his request to a return of the filing fee.

4A-8.

(b)    The [Secretary of State] State Administrative Board of
Election Laws
shall divide and transmit the fees received by [him]
it from candidates for State-wide offices, in the sums of ten dollars
($10) each to the board of each county of the State, and the sums
of sixty dollars ($60) thereof to the board in Baltimore City.

(c)    The [Secretary of State] State Administrative Board of
Election Laws
shall divide and transmit the fees received by [him]
it from candidates for the House of Representatives of the United
