receive such salary and have such assistants, employees and profes-
sional consultants as provided in the State budget. All assistant
secretaries and professional consultants shall be appointed by and
shall serve at the pleasure of the Secretary. All other employees,
unless otherwise provided by law, shall be appointed and removed
by the Secretary in accordance with the provisions of Article 64A
of this Code.
The State Board of Health and Mental Hygiene is
hereby abolished.

Sec. 2. And be it further enacted, That this Act shall take effect
July 1, 1970.

CHAPTER 31
(Senate Bill 609)

AN ACT to repeal and re-enact, with amendments, Section 37 (v)
of Article 87 of the Annotated Code of Maryland (1969 Replace-
ment Volume), title "Sheriffs," subtitle "Compensation and
Duties," to increase the annual salary of the Sheriff of Wicomico
County and that the provisions of this Act shall take effect at
the beginning of the next following term of office.

Section 1. Be it enacted by the General Assembly of Maryland,
That Section 37 (v) of Article 87 of the Annotated Code of Mary-
land (1969 Replacement Volume), title "Sheriffs," subtitle "Com-
pensation and Duties," be and it is hereby repealed and re-enacted,
with amendments, to read as follows:

37.

(v) The Sheriff of Wicomico County shall receive an annual
salary of [seven thousand dollars ($7,000.00)] eight thousand five
hundred dollars ($8,500.00)
to be paid to him in equal monthly
installments. He shall appoint a chief deputy who shall receive an
annual salary as determined by the Wicomico County Council, but
not less than five thousand dollars ($5,000.00), payable in equal
monthly installments. He shall serve during the tenure of office of
the Sheriff subject to removal by the Sheriff. The Sheriff may ap-
point such additional deputies as he and the County Council of
Wicomico County shall deem necessary, which additional deputies
shall receive such compensation as may be prescribed by the per-
sonnel regulations and rules of said county. In addition thereto the
Sheriff of Wicomico County shall be allowed such additional sums
as may be necessary to defray all expenses of his office, including
necessary automobile mileage allowance at the rate of not less than
six cents (6¢) per mile for automobiles used by him and his deputies
in the discharge of their official duties, except such mileage shall
not be allowed in the event automobiles are furnished to the Sheriff
by the County Council of Wicomico County, actual carfare or other
transportation expense necessary in the discharge of said duties,
necessary telephone and telegraph expense, necessary expense for
clerical assistants when the engaging of such assistants or hiring
of such assistants is done with the approval of the County Council
