(7)   Campaign Literature. Every person who publishes or dis-
tributes or causes to be published or distributed any pamphlet, circu-
lar, card, dodger, poster, advertisement or any printed, multigraphed,
photographed, typewritten or written matter or statement or any
matter or statement which may be copied by any device or
method now known for printing or copying or which may hereafter
be used for making copies of printed or written matter in any form
whatever for publication or distribution, relating to or concerning
any candidate or prospective candidate for public or party office or
for the acceptance or defeat [or] [of] any proposition unless such
pamphlet, circular, card, dodger, poster, advertisement or other
form of publication herein described contains the name AND AD-
DRESS OF THE PERSON, TREASURER, POLITICAL AGENT,
OR CANDIDATE
[and address] of the authority responsible for the
publication or distribution of the same. , CANDIDATE OR HIS
TREASURER OR POLITICAL AGENT RESPONSIBLE FOR THE
PUBLICATION OR DISTRIBUTION OF THE SAME, EXCEPT
THAT IF THE PERSON, CANDIDATE OR HIS TREASURER OR
POLITICAL AGENT HAS FURNISHED HIS ADDRESS TO THE
APPROPRIATE BOARD THE LITERATURE NEED NOT CON-
TAIN AN ADDRESS.

(8)   Contribution or Expenditure in Violation of Section 26-8.
Every person who, being a candidate, makes any payment, contribu-
tion, expenditure or promotes or incurs any liability to pay, con-
tribute or expend from his own personal financial resources any
money or thing in value in excess of that authorized by Section
26-8 (c).

Sec. 2. And be it further enacted, That this Act is hereby declared
to be an emergency measure and necessary for the immediate preser-
vation of the public health and safety and having been passed by
a yea and nay vote supported by three-fifths of all the members
elected to each of the two houses of the General Assembly, the same
shall take effect from the date of its passage.

CHAPTER 29
(Senate Bill 596)

AN ACT to repeal and re-enact, with amendments, Section 37 (m)
of Article 87 of the Annotated Code of Maryland (1969 Replace-
ment Volume), title "Sheriffs," subtitle "Compensation and
Duties," raising the annual salary of the Sheriff of Howard
County.

Section 1. Be it enacted by the General Assembly of Maryland,
That Section 37 (m) of Article 87 of the Annotated Code of Mary-
land (1969 Replacement Volume), title "Sheriffs," subtitle "Com-
pensation and Duties," be and it is hereby repealed and re-enacted,
with amendments, to read as follows:
