(e) All licenses shall expire on June 30th in each year, and are
renewable upon payment of the annual renewal fee and furnishing of
prescribed bond prior to July 1st. In the event that a license shall not
be renewed prior to July 1st in any year, the renewal thereof shall be
issued only upon payment of the fee for original issue, plus the annual fee
and furnishing of the prescribed bond, provided that if any license is not
renewed within one (1) year of its expiration date, no renewal shall be
issued therefor, and the holder shall be entitled to receive a license only
upon compliance with the regulations as a new applicant therefor.
3.309—Standards for Electrical Installations and Electrical Services
Related Thereto
(a) All electrical installations shall conform to the most recently
adopted edition of the National Electrical Code, the building regulations
of Howard County adopted September 27,1966, or as they may be amended
and where they apply, together with the Standards and Procedures of
this Board as they may from time to time be adopted or amended by
the County Council.
(b) All electrical services related thereto shall conform to the re-
quirements set forth in paragraph (a), where they apply and to supple-
mentary requirements or standards adopted by the Council for a respective
related service.
3.310—Certification and Inspections
(a) Before any electrical installation, alteration or repairs shall be
made by any licensee or homeowner, an application for inspection shall
be filed with the Middle Department Association of Fire Underwriters
or other agent of the Bureau of Inspections, Licenses and Permits.
(1) Except, in the case of installations made by a holder of a
Master Electrician—Limited License on the premises of such holder. No
work shall be commenced by the holder of a Master Electrician—Limited
License, without first having obtained an annual inspection certificate
from said Underwriters or other agent of the Bureau.
(2) No cut-in certificates shall be issued to the utility company
unless the application is made by the holder of a Master Electrician
(General or Limited) License, and only after all requirements of this
Act are fulfilled.
(b) The Bureau of Inspections, Licenses and Permits shall cause
to have inspected by its agents, all electrical installations, alterations,
or repairs for which an application is filed for inspection, and shall,
with probable cause, investigate complaints filed in writing with the Board,
on any premises in Howard County at any time during regular working
hours (other than those used in the performances of "Classified Govern-
ment contracts or work), and upon finding defective or dangerous in-
stallation, the Bureau may notify the owner or occupant of the premises
and the person by whom or under whose supervision the work was done,
to make the necessary corrections.
(c) The finding of defective or dangerous installation or repairs
which are hazardous to life and/or property, shall be just cause for the
Bureau to issue a "Cease and Desist" order and upon proper notice to
the owner or occupant of the premises and upon failure of compliance,
or to seek compliance, the Bureau shall request an immediate termination
by the Utility of electrical service to the premises and the same to
