2. A Class B, D or E license may be issued to a person who
is at least 16 years old if such person has passed a driver's educa-
tion course approved by the State Department of Education or
the Department of Motor Vehicles, consisting of not less than 30
hours of classroom instruction and not less than 6 hours of behind-
the-wheel driving. Any person who has been regularly licensed to
drive in another state for six months or longer and who can establish
to the satisfaction of a qualified driver training instructor that their
driving experience is sufficient to justify their being exempt from
further behind-the-wheel driver training shall be exempt from that
part of the driver's education course requiring not less than six (6)
hours of behind-the-wheel driving; however, they shall be required
to complete not less than thirty (30) hours of driver training class-
room instruction.
Such a course may be given by a public school,
a private school or a licensed professional driver training school.

Sec. 2. And be it further enacted, That this Act is hereby
declared to be an emergency measure and necessary for the imme-
diate preservation of the public health and safety and having been
passed by a yea and nay vote supported by three-fifths of all the
members elected to each of the two Houses of the General Assembly,
the same shall take effect from the date of its passage.

(Senate Bill 592)

AN ACT to repeal and re-enact, with amendments, Section 26-16 (a)
of Article 33 of the Annotated Code of Maryland (1969 Supple-
ment), title "Election Code," subtitle "Fair Election Practices,"
to delete the requirement of supplying the address of the authority
responsible for publication or
distribution of campaign literature.
TO PROVIDE FOR AN EXCEPTION TO THE REQUIRE-
MENT THAT CAMPAIGN LITERATURE CONTAIN AN
ADDRESS.

Section 1. Be it enacted by the General Assembly of Maryland,
That Section 26-16 (a) of Article 33 of the Annotated Code of
Maryland (1969 Supplement), title "Election Code," subtitle "Fair
Election Practices," be and it is hereby repealed and re-enacted,
with amendments, to read as follows:

26-16.

(a) Enumerated.—The following persons shall be guilty of
prohibited practices and shall be punished in accordance with the
provisions of this section:

(1) Offering Bribe, etc. Every person who shall, directly or in-
directly, by himself or by another, give or offer or promise to any
person any money, gift, advantage, preferment, aid, emolument or
any valuable thing whatever, for the purpose of inducing or pro-
curing any person to vote, or refrain from voting, for or against
