Code of Public Local Laws of Maryland), title "Howard County,"
subtitle "Circuit Court," be and it is hereby repealed and re-enacted,
with amendments, to read as follows:

20A.

The Circuit Court for Howard County shall appoint a law clerk
to hold his office at the Court's pleasure, who shall receive a salary
to be established by the court of not less than three thousand five
hundred dollars ($3,500.00), nor more than [five thousand dollars
($5,000.00)], six thousand five hundred dollars ($6,500.00), which
salary shall be paid by the County Commissioners of Howard County.
The law clerk shall perform such duties as may be prescribed by
said Court, including those duties performed by a bailiff of said
Court, and shall work under the supervision and direction of the
judges of said Court.

Sec. 2. And be it further enacted, That this Act shall take effect
July 1, 1970.

AN ACT to repeal and re-enact, with amendments, Section 88 (a) 2
of Article 66˝ of the Annotated Code of Maryland (1969 Supple-
ment), title "Motor Vehicles," subtitle "Administration—Regis-
tration—Titling," to exempt certain individuals from taking the
behind-the-wheel driving part of the driver's education course as
approved by the State Department of Education or the Depart-
ment of Motor Vehicles.

Section 1. Be it enacted by the General Assembly of Maryland,
That Section 88 (a) 2 of Article 66˝ of the Annotated Code of
Maryland (1969 Supplement), title "Motor Vehicles," subtitle "Ad-
ministration—Registration—Titling," be and it is hereby repealed
and re-enacted, with amendments, to read as follows :

88.

The Department shall not issue any license under this article:
(a) To any person who does not meet the following requirements:

1. Except as provided in subsection 2 no driver's license shall be
issued to any person who does not meet the minimum age require-
ments shown below for the indicated class of license;
