2746                               Municipal Charters

17.218—Publication of Required Notice

Any Notice of Publication required by this title shall be: (a) pub-
lished at least once each week for three consecutive weeks in one or more
newspapers published in the County having a circulation in the area
affected by such notice or by giving written notice to all persons affected
thereby; (b) posting of such notice in conspicuous public places in the
area to be affected.

17.219—Turning Water On or Off Without Permission

It shall be unlawful for any person to make any connection to any
County water or sewer line without first having obtained permission there-
for from the Director of Public Works, nor shall a person turn on any
water valve or restore any water service which has been disconnected or
turned off without first having obtained permission therefor from the
Director of Public Works.

17.220—Discharging Water Other Than Rain Water DOMESTIC WASTE
Into a Street Is Prohibitive

It shall not be lawful for any person to empty or discharge, or cause

or allow to be emptied or discharged from the premises occupied by him,

directly or indirectly to or upon any of the public streets of the County,

any water or any liquid whatsoever, except rain water flowing in its

natural course. IT SHALL NOT BE LAWFUL FOR ANY PERSON TO
EMPTY OR DISCHARGE, OR CAUSE OR ALLOW TO BE EMPTIED
OR DISCHARGED ANY DOMESTIC WASTE WATER FROM THE
PREMISES OCCUPIED BY HIM, DIRECTLY OR INDIRECTLY TO
OR UPON ANY OF THE PUBLIC STREETS OF THE COUNTY.

17.221—Penalties

Any person violating Sections 17.204, 17.205, 17.217, 17.219, 17.220
or any duly promulgating regulation of the Director of Public Works for
which no other penalty is provided, shall be deemed guilty of a misdemeanor,
and upon conviction thereof shall be subject to a fine of not more than
Five Hundred Dollars or sentenced to confinement in the County Jail for
not more than ninety days or both fine and imprisonment.

17.222—Rules and Regulations

The Department of Public Works shall exercise control of all public
owned water and sewer facilities in the County, and the County Executive,
with the advice and recommendation of the Public Works Board may make
needful rules and regulations governing the use and conservation thereof.

17.223—Severability

If any clause, sentence, part or parts of this title, or of any section
thereof shall be held unconstitutional or invalid such unconstitutionality
or invalidity shall .not affect the validity of the remaining parts of this
title or of any section thereof. The County Council hereby declares that
it would have passed the remaining parts of this title or any section thereof
if it had known such clause, sentence, part or parts of any section thereof
should be declared invalid or unconstitutional.

This Bill, having been approved by the Executive and returned to the
Council, stands enacted on July 14, 1969.
