ING THE LOCATION AND DEPTH of the proposed excavation or con-
struction, and such excavation or construction shall not begin until such
plans have been approved by the Director of Public Works, and a permit
thereof secured from the Department of Inspections, Licenses and Permits,
nor shall any change to be made in such approved plans or in the work
and construction as shown upon such plans, except upon approval of the
Director of Public Works.

(b) It shall be unlawful for any person who has obtained permission
to open any street for the purpose of
tapping, connecting with or opening
for repair any
public sewer in the County, to leave the street bed open for
a period longer than the time stated in the petition, or to wilfully neglect
or refuse to restore the street bed to its original condition; provided,

that in the case of delay caused by weather or other natural cause, the
Director of Public Works, upon application, may extend the time for the

completion of such work. IT SHALL BE UNLAWFUL FOR ANY PER-
SON WHO HAS OBTAINED PERMISSION TO OPEN ANY STREET,
TO LEAVE THE STREET BED OPEN FOR A PERIOD LONGER
THAN THE TIME STATED IN THE PERMIT, OR TO WILFULLY
NEGLECT OR REFUSE TO RESTORE THE STREET BED TO ITS
ORIGINAL CONDITION.

17.215—Removal of Obstructions to Public Works

Any person placing or maintaining any obstruction of any kind or
character whatsoever, in, on, over, under, or through any public road,
street, alley, easement or right-of-way, of the County which shall block
or impede the construction or maintenance of any public work shall, upon
reasonable notice from the Director of Public Works, promptly shift,
adjust, accommodate or remove such obstructions. Should any person fail
to do so, the Department of Public Works may shift, adjust, accommodate
or remove the same and the Director may in his discretion, charge the
person having or maintaining the obstruction for the cost thereof.

17.216—Changes in Grades Affecting Installed Work

Whenever a person (including a department of the County, other
than the Director of Public Works) changes a road, road grade, or road
surface or makes any excavations or fills which require a change in the
elevation of any manholes, valve boxes, meter vaults, sewer main or water
mains or lines or appurtenances thereto, the Director of Public Works shall
make the necessary change in the elevation of such manhole, valve box,
meter vault, water main or sewer mains or lines or appurtenances thereto
and charge the person (including a Bureau or Department of the County)
requiring the same for the actual time and materials involved and the
proportionate share of the current overhead.

17.217—Right of Entry of County Employees

Any employee of the Department of Public Works in the pursuit of
his official duties upon presentation of proper credentials, may at any
reasonable hour, enter upon any private lands in the County for the purpose
of making surveys, reading any meter, disconnecting, connecting, turning
on or shutting off or repairing a water main or sewer main, and any person
hindering or obstructing or refusing entry to such employee shall be
punished as provided in Section 17.221.
