2738                               Municipal Charters

with property owners or developers for water and sewer extensions;
to provide for requirements for construction in Public Ways and
permits for construction in streets; to require removal of obstructions
to public works; to require payment to public works for changes in
grade of road; to provide right of entry for Department of Public
Works' purposes; to establish publication requirements; to prohibit
connection without permit; to prohibit discharge of other than rain
water into streets; to provide penalties for violations; and to provide
for rules and regulations.

Section 1. Be it enacted by the County Council of Howard County,
Maryland,
That Sections 165, 166, 167, 168, 171, 175, 176, 180, 181, 182,
184, 185, 186, 187, 188, and 190 of the Code of Public Local Laws of Howard
County (1965 Edition), being Article 14 of the Code of Public Local Laws
of Maryland, be and the same are hereby repealed.

Section 2. Be it further enacted by the County Council of Howard
County, Maryland,
That Sections 17.200 through 17.223 be and the same
are hereby added to Title 17 of the Howard County Code, "Public Works"
subtitle "Public Utilities", to read as follows:

17.200—Metropolitan Commission Personnel, functions and property
transferred to County.

All employees of the former County Metropolitan Commission (except
the Commissioners) shall be employees in the classified service, MERIT
SYSTEM and shall be assigned by the County Executive to the various
offices and departments of the County Government according to the indi-
vidual's skills and qualifications and the requirements of the County in
such positions and at such rates of pay as may be provided by law or
regulation.

All the former functions of the Howard County Metropolitan Com-
mission shall be assumed by the following Departments or offices of Howard
County: Purchasing by the Office of the County Administrator; Billing,
Assessments, Finance, Payroll and Accounting by the Office of Finance;
Design Operation, construction, maintenance and repair of utility facilities
by the Department of Public Works.

On and after February 11, 1969, all property or interests therein of
any kind or description, real, mixed or personal of the Howard County
Metropolitan Commission shall vest in and become the property of Howard
County. All such personal property, equipment and vehicles shall be under
the direction, control and supervision of the Department of Public Works,
except that any personal property, equipment or vehicle associated with
a function assigned to an office or department other than the Department
of Public Works, shall be under the direction, control, and supervision of
such other office or department.

17.201—METROPOLITAN DISTRICT: Petition to enlarge; Plats of
Metropolitan District.

The Howard County Metropolitan District as created and incorpo-
rated therein shall be the former Ellicott City, Elkridge, Guilford, Dorsey,
and Patuxent sub-districts which were created heretofore pursuant to
Chapter 991 of the Acts of 1943, as amended by Chapter 609 of the Acts of
1945 and by Chapter 369 of the Acts of 1963, and by Chapter 356 of the
Acts of 1965, the boundaries whereof being recorded among the Land
Records of Howard County as required, and as may have been subsequently
enlarged by petition. The Director of Public Works shall have caused to
