the names of streets and highways, as provided above. The Board shall
also have the power to change existing numbers of houses or businesses
and to change these numbers from time to time, provided each new number
or change of number is reported to the owner or occupant of the building,
for five consecutive weeks prior to such change. The Board also shall be
authorized to have placed the new numbers on the building or premises.
The Board .shall have the power to make reasonable rules and regulations
for carrying out any of the changes in street or highway names or
numbers of buildings.

(b)    The Board may adopt a workable plan of street names and/or
numbering of houses and businesses as a whole by a single resolution
or may by successive resolutions adopt successive parts of the plan, said
parts corresponding with major geographical sections or divisions of the
County or with functional subdivisions of the subject matter of the plan,
and may adopt any amendment or extension thereon or addition thereto.
Before the adoption of the plan or any such part, amendment, extension,
or addition, the Board shall hold at least five (5) public hearings thereon,
notice of the time and place of each hearing shall be given by publication
in at least two newspapers of general circulation in the County. The
adoption of the plan or of any such part or amendment or extension
or addition shall be by resolution of the Board carried by the affirmative
votes of not less than four members of the Board. The resolution shall
refer expressly to the maps and descriptive and other matter intended
by the Board to form the whole or part of the plan, and the action
taken shall be recorded on the map and plan descriptive matter by the
identifying signatures of the Chairman of the Board. An attested copy
of the plan or part thereof shall be certified by the Clerk of the Circuit
Court for Howard County for record.

(c)    Before any rules or regulations are adopted by the Planning
Board, a public hearing shall be held thereon. Notice of such hearing
shall be given to the general public by proper and customary advertise-
ments in at least two newspapers of general circulation in Howard
County. When such regulations are adopted by the Planning Board, a copy
thereof shall be certified by said Board to the Clerk of the Circuit Court of
Howard County, for record.

Section 3. AND BE IT FURTHER ENACTED BY THE COUNTY
COUNCIL OF HOWARD COUNTY, MARYLAND, That this Act shall
take effect sixty (60) days after its enactment.

This Bill, having been approved by the Executive and returned to the
Council, stands enacted on May 13, 1969.

An Act adopting a flag for Howard County, Maryland; setting
out the design of the flag and the colors displayed therein.

Section 1. BE IT ENACTED BY THE COUNTY COUNCIL OF
HOWARD COUNTY, MARYLAND, That Section 22.105 is hereby added
to Title 22 of the Howard County Code, "General Provisions, Penalties
and Rules of Interpretation", to read as follows:
