to authorize the county executive or his designee to regulate parking
to effectuate the fire code; to authorize the county executive or his
designee to provide for taxicab stands and call boxes; to provide for
the appointment and duties of school crossing guards; to authorize
the county executive to declare a snow emergency, designate snow
emergency routes and regulate the parking of vehicles during snow
emergencies; to authorize the county executive to regulate parking
within the County and fix, with the approval of the Council, penalties
for parking violations, and to authorize the county executive or his
designee to designate persons to police parking meters; to authorize
the county executive to enforce County parking regulations in incor-
porated towns and special taxing areas; and to eliminate an obsolete
reference to the 1948 Charter.

Be It Enacted by the County Council for Montgomery County, Maryland,
that—

Section 1. Section 44-12, Chapter 44, title "Silver Spring, Bethesda,
Wheaton and Montgomery Hills Parking Lot Districts", of the Montgomery
County Code 1965 is hereby repealed and re-enacted, with amendments,
to read as follows:

44-12. Same—Lease to Montgomery County Revenue Authority.

The County is hereby authorized and empowered to lease any or all off-
street parking facilities now owned and operated by Montgomery County
unto the Montgomery County Revenue Authority for the management,
control, regulation, operation and maintenance of said off-street parking
facilities by the Montgomery County Revenue Authority under such terms
and conditions and for such period of time as may be agreed to by the
county and the Montgomery County Revenue Authority; provided, that
the terms of such transfer shall provide that all parking meter fees
collected by the authority shall be paid to the County to be applied as
directed by Section 44-17 of this Code.

Section 2. Section 44-13, Chapter 44, "Silver Spring, Bethesda,
Wheaton and Montgomery Hills Parking Lot Districts", of the Mont-
gomery County Code 1965, is hereby repealed and re-enacted, with amend-
ments, to read as follows:

44-13. Administration and enforcement—Generally.

The department of public works of the County is hereby charged
with the administration and enforcement of this chapter. Subject to the
terms and conditions hereof, it shall be responsible for the acquisition,
construction, operation and maintenance of off-street parking facilities
acquired and constructed by the county under this chapter, and for the
operation and maintenance of off-street parking facilities leased to the
county, and it shall review plans for off-street parking facilities submitted
for approval by any person for the purpose of qualifying for exemption
from the special taxes prescribed in this Chapter. This section shall not
apply to off-street parking facilities acquired by the Montgomery County
Revenue Authority from Montgomery County through lease.

Section 3. Section 44-16, Chapter 44, title "Silver Spring, Bethesda,
Wheaton and Montgomery Hills Parking Lot Districts", of the Montgomery
County Code 1965 is hereby repealed and re-enacted, with amendments,
to read as follows:
