if such illegal, invalid or unconstitutional provision, sentence, clause, sec-
tion or part had not been included therein, and if the person or circum-
stances to which the Act or any part thereof is inapplicable had been
specifically exempted therefrom.

Section 5. Effective date.

This Act shall take effect on December 7, 1970.

Revenue Authority", Section 44-13, title "Administration and enforce-
ment—Generally", and Section 44-16, title "Parking meters gener-
ally"; Chapter 73, title "Administration", of the Montgomery County
Code 1965 by repealing and re-enacting, with amendments, Section 73-
31, title "Storage, parking and use generally", Chapter 86, title "Fire
Prevention Code", of the Montgomery County Code 1965, by repealing
and re-enacting, with amendments, subsection (a) of Section 86-16,
title "Removal, etc., of dangerous conditions"; Chapter 106, title
"Taxicabs", of the Montgomery County Code 1965, as amended, by
repealing and re-enacting with amendments, Section 106-25, title
"Stands and call boxes generally"; Chapter 108, title "Vehicles,
Traffic and Parking", of the Montgomery County Code 1965 by repeal-
ing and re-enacting, with amendments, subsections (a) and (b) of
Section 108-1, title "Authority of school crossing guards; penalty for

administered and enforced by the Department of Public Works; to
