years; and one-third for a term of six years and successors shall be
appointed for terms of six years; except, that in case of an appointment
to fill a vacancy occurring prior to the expiration of any term, the successor
shall be appointed for the remainder of such term.
Section 11. Section 2-53, Chapter 2, title "Administration" of the
Montgomery County Code 1965, as amended, is hereby repealed and re-
enacted, with amendments, to read as follows:
2-53. Same—Powers and duties generally; recommendations.
The library board shall have authority on its own motion, or on
reference from the county executive, to inquire into matters affecting the
county public library system including the acquisition and location of new
library facilities, the adequacy of book collections, services to outlying
districts and personnel needs of the department of libraries, and to make
recommendations thereon to the county executive.
Section 12. Section 2-56, Chapter 2, title "Administration" of the
Montgomery County Code 1965, as amended, is hereby repealed and re-
enacted, with amendments, to read as follows:
2-56. Same—Services and facilities.
The chief administrative officer is authorized to make available to
the library board such services and facilities of the county government as
may be necessary to carry out its functions.
Section 13. Section 2-57, Chapter 2, title "Administration" of the
Montgomery County Code 1965, as amended, is hereby repealed and re-
enacted, with amendments, to read as follows:
2-57. Same—Local advisory committees.
The library board is hereby authorized to designate, from among the
residents of each area in which a branch library or station has been
located, a local advisory committee of not less than three members which
shall consult with and make recommendations to the library board con-
cerning local library needs. Such committees may make recommendations
to the county executive with respect to the filling of vacancies on the
library board and to the library board concerning the construction of new
library buildings in the area which they represent. The members of all
such committees shall be appointed for a term of two years; except, that
in case of an appointment to fill a vacancy occurring prior to the expiration
of any term, the successor shall be appointed for the remainder of such
term.
Section 14. Section 2-58, Chapter 2, title "Administration" of the
Montgomery County Code 1965, as amended, is hereby repealed and re-
enacted, with amendments, to read as follows:
2-58. Transfer of facilities of existing libraries to county.
(a) Under the direction of the county executive, the librarian of
the department of public libraries is hereby authorized and directed to
negotiate with properly authorized representatives of the governing bodies
of all public libraries or subscription libraries existing in the county or
the governing bodies of any incorporated municipality within the county
which operates, owns or supports, in whole or in part, a public library as
of the effective date of this article for the transfer to the county, upon
such terms and conditions as may be agreed upon, of all book collections,
