only subsections (a), (b) and (d) of Section 2-111, be and they are hereby
incorporated in this Act, by reference, as a part hereof, it being the
intention of the County Council that said sections shall be applicable in
all respects to the borrowing of money, the issuance of bonds, the applica-
tion of the proceeds of such bonds, and the levy of unlimited ad valorem
taxes for the payment of the principal and interest of the bonds authorized
by this Act.
Section 3. The powers granted by this Act are additional and cumula-
tive and the bonds authorized by this Act may be issued notwithstanding
that other bond acts or laws may provide for the issuance of other bonds
or the borrowing of money for the same or similar purposes on the same
or other terms and conditions.
Section 4. Before borrowing any money or issuing any bonds pur-
suant to this authority, the County Council shall adopt, in addition to or
as a part of any other resolutions required by Sections 2-111 through
2-119 of the Montgomery County Code 1965, a resolution prescribing the
terms and conditions on which the proceeds of the bonds authorized here-
under shall be made available for use by the Cabin John Park Volunteer
Fire Department, Inc., or its successor. The Council may provide by such
resolution that, in addition to the fact that the bonds authorized hereunder
are an irrevocable pledge of the full faith and credit of the entire County,
the principal and interest on such bonds shall be paid primarily from the
taxes levied within the Cabin John Park Fire Area pursuant to Chapter
30, Montgomery County Code 1965.
Section 5. This Act shall take effect on the 76th day following its
enactment.

An Act to add a new Section 88-11, title "Board of Community
and Mental Health", to Chapter 88, title "Health and Sanitation",
of the Montgomery County Code 1965, to create a Board of Community
and Mental Health consolidating three existing Committees—Mental
Health Advisory Committee, Advisory Committee on Health Facilities
and Community Health Advisory Committee; defining the composition,
terms, compensation, and duties of such board; and abolishing said
committees created respectively by the following Resolutions Nos.
6-141, dated January 24, 1967; 5-1387, dated October 13, 1964; and
6-266, dated March 7, 1967, and to repeal Section 88-12 through
Section 88-17, Montgomery County Code 1965.
