Bill No. 153

An Act, To provide cause for refusal or revocation of a towing
license by adding new section 17-56(d) of the Baltimore County
Code, 1968, title "Motor Vehicles and Traffic," article V. "Towing
of Vehicles.

Section 1. Be it enacted by the County Council of Baltimore County,
Maryland,
That section 17-56(d) be and it is hereby added to the Bal-
timore County Code, 1968, title "Motor Vehicles and Traffic," article V.
"Towing of Vehicles," said new section to read as follows:

17-56(d).

The chief of police or his agents are hereby vested with discretion
to refuse a towing license to any applicant or after issuance to revoke
the same if said applicant has been convicted of a crime involving moral
turpitude.

Section 2. And be it further enacted, That this Act shall take
effect forty-five days after its enactment.

Bill No. 195

An Act, To eliminate all limitations on the interest rate or rates
payable on general obligation bonds of Baltimore County, by repealing
and re-enacting with amendments Section 11-8 of the Baltimore Coun-
ty Code, 1968, as amended, title "Finance and Taxation," Article I.
In General.

Whereas, the present ceiling of six percent interest per annum on
the issuance of Baltimore County general obligation bonds has been found
to be unrealistic due to rising market conditions; and

Whereas, the County Council deems it to be for the best interest
of the County to eliminate said allowable interest rates in order to be
in a position to market such bonds; now, therefore

Section 1. Be it enacted by the County Council of Baltimore County,
Maryland,
That Section 11-8 of the Baltimore County Code, 1968, as
amended, title "Finance and Taxation" Article I. In General, be and it is
hereby repealed and re-enacted to read as follows:

11-8. Same—Form; interest; authentication.

All general obligation bonds to be issued by the county shall be
in the form and contain the terms specified in section 719 of the County
Charter. The bonds shall bear such designation and such date or dates,
bear interest at such rate or rates [not exceeding six percent per annum]
which shall be paid semi-annually, be in such denomination or denomina-
tions, be payable in such medium of payment, at such place or places, either
within or without the state, and be subject to such terms of redemption
at the option of the county with or without premium, as may be de-
termined by the ordinance or ordinances of the county council authorizing
the issuance of such bonds or any subsequent ordinance passed by the
county council prior to their issuance. The bonds shall be signed, sealed
and authenticated as specified in section 719 of the Baltimore County
Charter. In case any officer whose signature shall appear on any such
bond or on the coupons attached thereto shall cease to be such officer
