AN ORDINANCE to add new Sections 11-400 through 11-416, in-
clusive to the Anne Arundel County Code (1967 Edition and Sup-
plements), Title 11, "Health and Welfare" to follow immediately
after Section 11-300 thereof and to be under the new subtitle
4, "Sanitary Landfill", and to repeal and re-enact, with amendments,
Sections 6-301 of said Code, Title 6, "Crimes and Misdemeanors",
Subtitle 3, "Garbage, Trash and Weeds", respectively providing
the procedures and standards for establishing AND ADMINISTER-
ING a sanitary landfill; creating a technical exception in the crim-
inal provisions concerning the disposal of rubbish, garbage and
refuse, and matters generally related thereto.
Section 1. BE IT ENACTED BY THE COUNTY COUNCIL OF
ANNE ARUNDEL COUNTY, MARYLAND, That new Sections 11-400
through 11-416, inclusive be, and they are hereby added to the Anne
Arundel County Code (1967 Edition and Supplements), Title 11, "Health
and Welfare" to follow immediately after Section 11-300 thereof and to
be under the new subtitle "Sanitary Landfill" and to read as follows:
Section 11-400.
It is the intent and purpose of this Ordinance and regulations passed
in pursuance thereto to protect the public health and safety of the citizens
of Anne Arundel County by setting down minimum standards for the
disposal of solid wastes that originate in Anne Arundel County, or which
originate outside of Anne Arundel County, or AND disposed of within
this County.
Section 11-401
(a) The term "person" when used in this Ordinance means any
person, institution, governmental agency, association or corporation which
disposes or contracts directly or indirectly to dispose of refuse within
this County.
(b) The term "refuse" means ashes, garbage, rubbish, junk, indus-
trial waste, dead animals and all other solid waste materials, including
salvable waste.
