Section 1. BE IT ENACTED BY THE COUNTY COUNCIL OF
ANNE ARUNDEL COUNTY, MARYLAND, That new Sections 12-1801
through 12-1810, inclusive, be and they are hereby added to the Anne
Arundel County Code (1967 Edition and Supplements) under Title 12.
"Licenses, Permits and Inspections," to follow immediately after Section
12-1799 thereof and to be under the new Subtitle 18. "Pawnbrokers," to
read as follows:
Section 12-1801.
Any person who, FIRM OR CORPORATION WHICH loans money
on deposits or pledges of personal property other than securities or printed
evidences of indebtedness, or who deals in the purchasing of personal
property on condition of selling same back to the same person or someone
acting on his behalf, at a stipulated price, is hereby declared and defined
to be a pawnbroker within the meaning of this Ordinance.
Section 12-1802.
The Director of Inspectors and Permits is hereby authorized to grant
licenses annually to any person, firm or corporation who shall produce to
him satisfactory evidence of his good character, to exercise or carry on
the trade or business of a pawnbroker. Said license shall designate the
building in which such person shall be licensed to carry on the trade or
business. Each licensee shall pay an annual license fee of One Hundred
Dollars ($100.00). The license may be renewed annually upon application
to the Department of Inspections and Permits and payment of the annual
license fee of One Hundred Dollars ($100.00).
Section 12-1803.
Every applicant for a license to operate a pawnshop in Anne Arundel
County must apply for said license on forms to be supplied by the Clerk
of the Court DEPARTMENT OF INSPECTIONS AND PERMITS. Ap-
plicants will be required to be photographed and fingerprinted by the
Police Department and every applicant must produce satisfactory evidence
of good character prior to issuance of such license. All licenses issued
under this section shall expire on April 30 of each year.
Section 12-1804.
Every licensee shall at the time of receiving such license, enter into
an obligation to the County, with good and sufficient sureties to be approved
by the County Solicitor in the penal sum of One Thousand Dollars
($1,000.00) conditioned for the faithful performance and observance of
this section and such other ordinances as may be passed on this subject.
Section 12-1805.
Pawnbrokers shall be required to maintain permanent records of all
and every article or thing received by them in pawn or pledge THE
COURSE OF THEIR BUSINESS, AS DEFINED IN SECTION 12-1801.
It shall be the responsibility of all persons having a license to operate a
pawnbrokers establishment in this county to submit to the Chief of Police
of Anne Arundel County, on forms prescribed by the Police Department,
a legible and correct transcription from the records maintained by the
licensee of the description of any and all articles received by him in pawn
or pledge during the preceding day's business; such transcription to fee
submitted before 10:00 a.m. on the following day. This shall apply to
every day of operation except Sunday. In the case of business done on
Saturday, a legible and correct transcription from the records will be
