2358                               Municipal Charters

48. [Before adopting the budget the council shall hold a public hear-
ing thereon after two weeks' notice thereof in some newspaper or news-
papers having general circulation within the municipality.] The council
shall act on the budget at the June meeting each year.
The council may
insert new items or may increase or decrease the items of the budget.
Where the council shall increase the total proposed expenditures, it shall
also increase the total anticipated revenues in an amount at least equal to
such total proposed expenditures. The budget shall be prepared and adopted
in the form of an ordinance. A favorable vote of at least a majority of
the total elected membership of the council shall be necessary for adoption.

65. [The clerk-treasurer] The council shall designate a person who
shall serve as clerk to the council. He shall attend [every] meetings of
the council and keep a full and accurate account of the proceedings of the
council. He shall keep such other records and perform such other duties
as may be required by this Charter or the council.

Section 2. AND BE IT FURTHER RESOLVED that the date of
passage of this Resolution is November 14, 1969, and it shall become
effective on the 3rd day of January, 1969, unless a proper Petition for a
Referendum hereon shall be filed as provided by law, provided copies of
this Resolution shall be continuously posted [with timely replacements in
case any posted copies are removed from being posted] at two public places
in the town to be selected by the Mayor until the effective date of this
Resolution.

Section 3. AND BE IT FURTHER RESOLVED that if a proper
petition for Referendum on the Charter Amendment herein proposed is
filed, the Mayor and other proper officials of the Town of New Market
shall comply with all the provisions set forth in Sections 13 through 16
of Article 23-A of the Annotated Code of Maryland.

Section 4. AND BE IT FURTHER RESOLVED that as soon as the
Charter Amendments hereby made shall become effective, the Mayor shall
send or cause to be sent separately, by Registered Mail, to the Secretary
of State of Maryland and the Department of Legislative Reference the
complete text of this Charter Amendment, the date of the Referendum
election, if any, the number of votes cast for and against each question
containing the Charter Amendment or Amendments, whether in the Town
Council or in a Referendum, and the effective date of the Charter
Amendment.

The aforegoing Resolution was passed by the Council of the Town of
New Market on the 14th day of November, 1969.

Resolution of Annexation, November 4, 1968

Whereas, a petition has been presented to The Mayor and Common
Council of New Windsor to enlarge the corporate boundaries of the said
town by the annexation of land adjoining and contiguous to the corporate
limits of the town; and
