may be called by the Mayor or by four Aldermen as often as is necessary
for the transaction of business, except that, notice of special meetings
called during the months of June, July and August shall be published at
least seven (7) days prior to said meeting in a newspaper of general
circulation in the City of Frederick; and that, in case of emergency,
meetings may be called without said notice.
Meetings of the Board of
Aldermen may be opened to the public and the rules of the Board of
Aldermen shall provide that residents of the City of Frederick shall have
a reasonable opportunity to be heard in regard to any matters at any
such meetings designated by the Board.

Section 2. BE IT FURTHER RESOLVED, that the date of the
passage of this Resolution is March 6, 1969, and the amendment of the
Charter of the City of Frederick, hereby enacted, shall become effective
on April 25, 1969, unless a proper petition for a referendum herein shall
be filed as provided by Section 13 of Article 23A of the Annotated Code of
Maryland, and provided a complete and exact copy of this Resolution
shall be continuously posted at City Hall, Frederick, Maryland, until April
15, 1969, and provided further that a fair summary of the proposed amend-
ment shall be published in the News & Post, a newspaper of general
circulation in the City of Frederick, once in each of the weeks of March
11, 18, 25, 1969 and April 1, 1969.

Section 3. BE IT FURTHER RESOLVED AND ORDAINED
that the Mayor of Frederick shall send separately by registered mail to
the Secretary of the State of Maryland and the Department of Legislative
Reference the complete text hereof; the date of referendum election, if
any; the number of votes cast for and against the question containing
the Charter amendment, whether in the legislative body or in a referendum
and effective date of the charter amendment.

Resolution No. 3-69

A Resolution to propose an amendment to Article XV Section 175
of the Charter of the City of Frederick, entitled "General Purposes,"
to remove the power of the City to plan and zone one-mile beyond
the City Limits.

Section 1. BE IT RESOLVED, ENACTED AND ORDAINED by
the Mayor and Board of Aldermen of the City of Frederick, that the
Charter of the City of Frederick, as the same was enacted by the General
Assembly of Maryland in Chapter 539 of the laws of 1951, be amended in
Article XV, Section 175 as follows:

ARTICLE XV. PLANNING AND ZONING.
Section 175. General Purposes.

In accordance with the provisions of this article, the City of Fred-
erick shall have the power to plan and zone the city [and one mile beyond]
with the general purpose of guiding and accomplishing a coordinated,
adjusted, and harmonious development of the city. Among other things,
this planning and zoning authority may be used to promote the health,
