4. The effective date of the Charter Amendment.

BE IT FURTHER RESOLVED that the Mayor of the City of College
Park be, and is specifically enjoined and instructed to carry out the provi-
sions of Sections 2 and 3, above, as evidence of compliance herewith; the
said Mayor shall cause to be affixed to the Minutes of this meeting:

1.    An appropriate certificate of publication of the newspaper in
which the title of this Resolution shall have been published; and

2.    Return receipts of the mailing referred to in Section 3, and shall
further complete and execute the Certificate of Effect attached hereto.

PASSED this 23rd day of September, 1969.

CERTIFICATE OF EFFECT

I HEREBY CERTIFY, in accordance with the terms and conditions
of Sections 13 and 17 of Article 23A of the Annotated Code of Maryland
(1957 Edition, as amended) and of Sections 3 and 4 of the foregoing
Resolution, that:

(1)    said Resolution was adopted by the Council of the City of
College Park at its regular meeting held on September 23, 1969, by a vote
of 6 to 0.

(2)    said Resolution was duly and properly posted and published;

(3)    no petition for referendum relating to said Resolution and
meeting the requirements of the aforesaid Section 13 was filed within the
time permitted thereby;

(4)    copies of said Resolution, together with this Certificate and
appropriate certificates of publication, were this day sent by registered
mail to both the Secretary of State of Maryland and the Department of
Legislative Reference; and,

(5)    the amendment to the Charter of the City of College Park
enacted by said Resolution became and is hereby declared to have become
effective this 12th day of November, 1969, and now constitutes Amend-
ment No. 69-R-8 thereto.

IN WITNESS WHEREOF, I have hereunto affixed my official signa-
ture and the Seal of the City of College Park this 12th day of November,
1969.

A Resolution and Ordinance to amend Section 17-30 of the Code
of Public Local Laws of Prince George's County, Maryland, (1963
Edition), titled, "Cottage City," and subtitled, "Taxes," and sub-
headed, "Assessments," being a part of the Charter of Cottage City,
Maryland, and striking the tax on all tangible personal property.
