2266 Municipal Charters
Section 1. BE IT RESOLVED by The Commissioners of Cambridge
that the Charter of said Municipal Corporation be, and the same is hereby
amended by repealing and reenacting said Section 57 to read as follows:
57. POLICE FORCE; NUMBER, EXAMINATIONS, SALARIES,
DUTIES.
The said Board of Police Commissioners are authorized and required
to maintain at all times a trained police force suitable to the needs and
requirements of said City of Cambridge, with power to appoint, enroll,
employ and discharge in the manner hereinbefore and hereinafter de-
scribed. The term of service of any member of said police force so ap-
pointed shall begin on the day of his appointment and shall continue until
said member shall have reached the age as provided in Article 73B of the
Annotated Code of Maryland (1951 Edition), entitled "Pensions", unless
removed sooner for good cause shown as hereinbefore provided, and pro-
vided further that they shall have passed the mental and physical exami-
nations required by said Board. The Police Commissioners shall arm and
equip such police force as to them may seem proper under such rules and
regulations as they may from time to time prescribe; and the said Board
shall have the power to remove the Chief of Police, police officer or pro-
bationary officer for the violation of any rule and regulation which they
may make and promulgate; provided that the Chief of Police and any
regularly appointed policeman may not be discharged or suspended with-
out good cause shown, submitted in writing and signed by the person or
persons instituting any charge or charges, and after giving the said Chief
of Police or policeman so accused at least ten days' notice in writing of
the date of hearing in order that the accused might employ counsel and
prepare his defense, after which time the charges against him will be
heard and upon conviction the said Chief of Police or policeman may be
discharged or suspended from the services with the right to the said
person so convicted to take an appeal on the questions of law only to the
Circuit Court for Dorchester County, provided that such appeal is taken
within ten days from the date of the action appealed from. No person
instituting charges against the said Chief of Police or policeman may sit
on the Police Board to hear and determine such charges. The Commis-
sioners of Cambridge may withhold the salary of any police officer involved
in such charges, as defendant, pending the outcome and final determination
of such charge or charges. The number of policemen who shall comprise
the Police Force of the City of Cambridge shall be increased from time to
time as in the discretion of the said Police Board may be appropriate,
provided that said Police Force shall consist of a minimum of one Chief
of Police, one Lieutenant, one Sergeant, and one Policeman per one thou-
sand population of the City of Cambridge and provided that an increase
in the number of policemen above the minimum shall be dependent upon
the Commissioners of Cambridge making available sufficient funds for
such increase and provided that there shall not be more than one Chief,
one Lieutenant and one Sergeant. The salaries shall be payable [on the
fifteenth and last day of each month] weekly by the City Treasurer from
the General Levy made for the purpose of maintaining a police department
in such sums as the Commissioners of Cambridge may designate. The said
Police Board may appoint one or more special policemen, as occasion may
require with all the powers of a regular policeman, to act as watchmen
and preserve the peace at any public gathering; or at any private place,
when requested, provided the applicant for such special service shall pay
the whole of the salary of such special policemen, and may also appoint
such special policemen to serve for not more than thirty days on the regu-
