The undersigned hereby certify as follows:

1. That pursuant to Section 19 of Article 23A of the Annotated
Code of Public General Laws of Maryland (1957, 1969 Supp.):

(1)    A resolution was regularly introduced before the Commissioners
of Bel Air on August 25, 1969, upon the request of The Harford County
Fair Association, Inc., for the annexation of the area hereinafter called
"Annexed Area No. 17".

(2)    The resolutions described by a survey of courses and distances,
the exact area to be included in the change, and the residents and property
within the area were to be included subject to all the provisions of the
Charter of the Town of Bel Air. A copy of the resolution is hereto attached.

(3)    After the introduction of the resolution as aforesaid, the Chair-
man of the Commissioners of Bel Air caused a public notice thereof to be
published once in each of four successive weeks beginning on August 28,
1969, in "The Aegis", a newspaper of general circulation in the Town of
Bel Air and the area to be annexed, describing completely the proposed
change and the conditions and circumstances applicable thereto, specify-
ing a public hearing to be held on October 13, 1969 at 7:30 o'clock P.M.
at the Town Hall, Hickory Avenue, in Bel Air, Maryland, which date was
not less than fifteen (15) days after the fourth publication of said notice.

(4)    That a public hearing was held on October 13, 1969 at 7:30
o'clock P.M. at the Town Hall, Hickory Avenue in Bel Air, Maryland.

(5)    That no petition for a referendum on the resolution was filed
either by residents of the area to be annexed or by residents of the Town
of Bel Air.
