state-wide bill is administered by the State Board of Agriculture and
provides for regulation and licensing of pesticides and their applica-
tion. It is my opinion that the regulation of pest exterminators should
be done on a state-wide basis and subject to state-wide control. I be-
lieve that licensing by any one county could establish an unfortunate
precedent which would lead to conflicting regulation.
Therefore, I find it necessary to veto House Bill 1193.

House Bill No. 1202—Law Clerk in Charles County
AN ACT to add new Section 24A to the Code of Public Local
Laws of Charles County (1969 Edition, being Article 9 of the Code of
Public Local Laws of Maryland), title "Charles County," subtitle
"Circuit Court," to follow immediately after Section 24 thereof, to
provide for the position of law clerk to be appointed by the Charles
County Circuit Court resident judge and whose compensation shall
be fixed by the County Commissioners and be provided for in the
annual levy.

Dear Mr. Speaker:
In accordance with Article II, Section 17, of the Maryland Con-
stitution, I have today vetoed House Bill 1202.
This bill authorizes the resident judge of the Charles County
Circuit Court to appoint a law clerk.
Senate Bill 692 which was enacted by the General Assembly and
signed by me on April 1, 1970, accomplished the same purpose as
House Bill 1202. Moreover, Senate Bill 692 is a more comprehensive
bill. Consequently, it is unnecessary for me to sign House Bill 1202.

House Bill No. 1239—Water Quality Loan Act
AN ACT relating to the Water Quality Loan Act of 1968, to re-
peal and re-enact, with amendments, Section 5 of Chapter 445 of the
Acts of 1968, as amended by Chapter 653 of the Acts of 1969; to re-
allocate the use of the proceeds of the Water Quality Loan of 1968
by increasing the share allocated for construction grants for sewage
treatment plants and related facilities from $100,000,000 to $115,000,-
000 and decreasing the share allocated for loans for sewer facilities
