First, it creates a Board of Review to consist of three members
appointed by the Commissioner of Personnel. This would appear to
be in conflict, at least in spirit, with House Bill 371 which created
the Department of Public Safety and Correctional Services. It would
appear to me that if a Board of Review were found to be necessary,
the members should be appointed by the Secretary of Public Safety
and Correctional Services rather than the Commissioner of Person-
nel. I doubt that such a Board of Review is necessary since the Sec-
retary of Public Safety and Correctional Services under House Bill
371, Sec. 204 C(c) has the power to review and perform any duty,
function, etc. of the Superintendent of the State Police.
Furthermore, while there is no objection to the review of a de-
cision to demote a person who has been charged for disciplinary rea-
sons, I do think the Superintendent should have the administrative
authority to reduce a Commissioned Officer's rank within a one-year
period if that person has failed in that period of time to measure up
to expectations. This provision is in effect a probationary period of
one year for a newly-promoted Commissioned Officer to insure that
he is capable of doing the job for which he was selected.
In view of the foregoing, I would recommend to the Governor
that House Bill 1055 be vetoed.

House Bill No. 1193—Exterminators in Kent County
AN ACT to add new Section 255A to the Code of Public Local
Laws of Kent County (1968 Edition, being Article 15 of the Code of
Public Local Laws of Maryland), title "Kent County," to be under the
new subtitle "Exterminators," to follow immediately after Section 255
thereof, as added by Chapter 54 of the Acts of 1955; to require the
licensing of exterminators in Kent County.

Dear Mr. Speaker:
In accordance with Article II, Section 17, of the Maryland Con-
stitution, I have today vetoed House Bill 1193.
This bill establishes licensing procedures in Kent County for any
person, firm, partnership or corporation which hires itself out as an
exterminator. The bill provides for the County Board of Health to
establish minimum standards and requirements.
I am concerned that this bill could bring about substantial con-
flict with the state-wide pesticide regulations which were established
by the 1969 Session of the General Assembly and can be found in
Article 66C, Section 110A of the Annotated Code of Maryland. The
