2122 Joint Resolutions
Resolved by the General Assembly of Maryland, That the Gover-
nor be requested to appoint a Task Force consisting of but not
limited to representatives of the Governor's Office, the Maryland
Senate, the Maryland House of Delegates, the Department of Motor
Vehicles, the Department of Maryland State Police, the Maryland
State Roads Commission, the Office of the Maryland Highway Safety
Coordinator, the National Highway Safety Bureau and the Office of
the Commissioner of Personnel to develop a system of Periodic
Motor Vehicle Inspection in Maryland that will provide for im-
proved highway safety in this State in the most efficient and effec-
tive manner possible while bringing Maryland into greater con-
formance with the highway safety standards promulgated by the
National Highway Safety Bureau of the United States Department
of Transportation, and be it further
Resolved, That the Task Force be charged with the responsi-
bility to:
1. Explore the possibility of funding a State-operated system of
periodic motor vehicle inspection using capital either from private
sources which have indicated a willingness to invest in such a pro-
gram or capital which the State Roads Commission may have in
cash on hand or invested. The Task Force also should explore the
long range benefits that could accrue to Maryland's highway con-
struction program from the influx of new revenue from the PMVI
program once land acquisition and construction costs have been
amortized.
2. Determine the availability of Federal monies under Sections
402 and 403 of the National Highway Safety Act of 1966 for equip-
ping inspection facilities in Maryland.
3. Determine the availability of Federal monies from the United
States Department of Health, Education and Welfare to finance the
recruiting and training of inspectors from among the State's hard
core unemployed.
4. Examine the feasibility of establishing full service highway
safety centers at key inspection centers throughout the State, thus
permitting rapid development of more improved highway safety
programs such as driver examination and re-examination and assur-
ing more rapid conformance to additional Federal standards, and
be it further
Resolved, That the Task Force, when appointed shall be requested
to meet and organize promptly at the call of the Chairman to be
appointed by the Governor and to submit its conclusions and recom-
mendations to the Governor and the Legislative Council by Decem-
ber 1, 1970, and be it further
Resolved, That all agencies and Departments of the State govern-
ment be urged and requested to give all possible assistance to this
Task Force in order that its work may be done quickly and efficiently.
