JOINT RESOLUTIONS

No. 1

(House Joint Resolution 5)

House Joint Resolution requesting the Governor to appoint a Commis-
sion to study the laws and practices concerning Mechanics' Liens in
the State of Maryland, and make recommendations in connection
therewith.

Whereas, The existing laws and practices in this State concerning
mechanics' liens often create hardships on homeowners, builders, con-
tractors, subcontractors, suppliers, artisans, and others; and

Whereas, A comprehensive study of these complex laws require ex-
tensive review, and such review and study cannot be made by the
General Assembly within the limited time at its disposal; and

Whereas, Such a study would permit the full participation of per-
sons and organizations with expertise in the substance and operation
of these laws; now, therefore, be it

Resolved by the General Assembly of Maryland, That the Gov-
ernor, upon enactment of this Resolution, be requested to appoint
a Commission to study the Mechanics' Lien Laws of this State;
and be it further

Resolved, That on this Commission he be requested to appoint
persons experienced in the substance and operation of the Mechanics'
Lien Laws, representing such activities as general contractors, build-
ers, subcontractors, lending institutions, members of the Bar of the
State of Maryland with expertise in the Mechanics' Lien Law,
title insurance companies, suppliers and representatives of labor,
and the general public; and be it further

Resolved, That the Governor be requested to include on the Com-
mission, in addition to the above, at least one member of each House
of the General Assembly; and be it further

Resolved, That the Commission when appointed be requested to
meet and organize promptly and to make a comprehensive study of
the laws and practices concerning Mechanics' Liens and submit its
recommendations to the 1971 Session of the General Assembly; and
be it further

Resolved, That the Governor is requested to provide such funds,
at his disposal, as the Commission may need to carry out its duties
and to employ professional staff for the commission.

(House Joint Resolution 11)

House Joint Resolution requesting the Maryland Congressional Dele-
gation to introduce FURTHER legislation to protect, by land ac-
quisition and scenic easement, the Antietam National Battlefield
Site.

Whereas, The Antietam National Battlefield Site is an historic
landmark of national significance located in Maryland. It was the A
turning point for Confederate forces in the Civil War because they
were unable to penetrate into the North and lost any hope of foreign
support. The Emancipation Proclamation of President Lincoln was
