(c) A merchant or an agent or employee of the merchant who
detains or causes the arrest of any person shall not be held civilly
liable for detention, slander, malicious prosecution, false imprison-
ment, or false arrest of the person detained or arrested, whether the
detention or arrest takes place by the merchant or by his agent
or employee, if in detaining or in causing the arrest of the person,
the merchant or the agent or employee of the merchant had at the
time of the detention or arrest probable cause to believe that the
person committed the crime of shoplifting as defined in this Section.
Sec. 2. And be it further enacted, That this Act shall take effect
July 1, 1970, and it shall not be construed or applied to refer
to or affect any event or happening which occurred prior to that date.

(House Bill 885)
AN ACT to add new Section 12(f) to Article 66B of the Annotated
Code of Maryland (1957 Edition and 1969 Supplement), title
"Zoning and Planning," subtitle "Title 1—Municipal Planning and
Zoning Commission," to follow immediately after Section 12 (e)
thereof, to allow Carroll County Commissioners to determine if
appointive member of Planning and Zoning Commission is a mem-
ber of Board of County Commissioners and providing for alter-
nates.
Section 1. Be it enacted by the General Assembly of Maryland,
That Section 12(f) be and it is hereby added to Article 66B of the
Annotated Code of Maryland (1957 Edition and 1969 Supplement),
title "Zoning and Planning," subtitle "Title 1—Municipal Planning
and Zoning Commission," to read as follows:
12.
(f) Provided, however, in Carroll County the County Commis-
sioners, shall have the discretion to determine whether or not one of
the appointive members of the Planning and Zoning Commission is
a member of the Board of County Commissioners, and provided
further that the said County Commissioners shall designate one alter-
nate member of the Commission, who may be empowered to sit on
the Commission in the absence of any member of the Commission;
and when the alternate is absent, the said County Commissioners
are empowered to designate a temporary alternate who shall sit on
the Commission.
Sec. 2. And be it further enacted, That this Act shall take effect
July 1, 1970.
