approved by the United States Government; and to require in all

instances, and without exception, all students and the teacher ALL

STUDENTS AND TEACHERS in charge to stand and face the flag
and white so standing render the
AN approved salute, as aforesaid,
followed immediately,
while so saluting and standing, by a recitation
in unison of
AND RECITE IN UNISON the pledge of allegiance
as follows: "I pledge allegiance to the flag of the United States of
America and to the Republic for which it stands; one nation under
God, indivisible, with liberty and justice for all" Any student may
be excused from participating in
these opening and particular exer-

cises upon the written request of the parent or guardian; however,

the teacher in charge shall not for any reason be excused from par-

ticipating in CONDUCTING these particular exercises and, in addi-
tion to the above required exercises, the
ANY PUPIL OR TEACHER,
FOR RELIGIOUS REASONS, MAY BE EXCUSED FROM AC-
TUALLY REPEATING THE WORDS OF THE PLEDGE OF
ALLEGIANCE AND FROM GIVING ANY FORM OF HAND
SALUTE. ANY PERSON, HOWEVER, WHO MAY COMMIT AN
ACT OF DISRESPECT, EITHER BY WORD OR ACTION, SHALL
BE CONSIDERED TO BE IN VIOLATION OF THE INTENT OF
THIS ACT. THE said boards of education may provide such other
patriotic exercises from time to time as may be deemed by them to
be expedient, and under such regulations and instruction as may best
meet the various requirements of the different grades in such schools;
all to the end that the love of liberty and democracy, signified in the
devotion of all true and patriotic Americans to their flag and to their
country, shall be instilled in the hearts and minds of the youth of
America.

Sec. 2. And be it further enacted, That this Act is hereby de-
clared to be an emergency measure and necessary for the immediate
preservation of the public health and safety and having been passed
by a yea and nay vote supported by three-fifths of all the members
elected to each of the two houses of the General Assembly, the same
shall take effect from the date of its passage.

CHAPTER 738
(House Bill 77)

AN ACT to repeal and re-enact with amendments Section 15(a) of
Article 96A of the Annotated Code of Maryland (1969 Supple-
ment), title "Water Resources," subtitle "Appropriation of Waters;
Reservoirs and Dams," to provide FOR SETTING the date of
hearing for certain permits issued by the Department of Water
Resources and for the manner of advertising such hearing.

Section 1. Be it enacted by the General Assembly of Maryland,
That Section 15(a) of Article 96A of the Annotated Code of Mary-
land (1969 Supplement), title "Water Resources," subtitle "Appro-
priation of Waters; Reservoirs and Dams," be and it is hereby re-
pealed and re-enacted with amendments to read as follows:
