Sec. 2. And be it further enacted, That if any provision of this
Act of OR the application thereof to any person or circumstance is
held invalid for any reason, the invalidity shall not affect the other
provisions or any other application of this Act which can be given
effect without the invalid provisions or application, and to this end
all the provisions of this Act are declared to be severable.
Sec. 3. And be it further enacted, That all laws or parts of
laws, public general or public local, inconsistent with the provisions
of this Act are hereby repealed to the extent of any such incon-
sistency.
Sec. 4. And be it further enacted, That this Act shall take effect
on July 1,1970.

(House Bill 50)
AN ACT to repeal and re-enact, with amendments, Section 242 77 of
Article 77 of the Annotated Code of Maryland (1965 1969 Replace-
ment Volume), title "Public Education," subtitle "Miscellaneous"
"CHAPTER 6. THE PUBLIC SCHOOLS," to provide for a daily
salute to the flag and pledge of allegiance in all public schools of
the State and to require that a teacher in charge of a particular
class of students cannot be excused for any reason from participat-
ing in CONDUCTING these exercises EXCEPT IN CERTAIN
CIRCUMSTANCES.
Section 1. Be it enacted by the General Assembly of Maryland,
That Section 247 77 of Article 77 of the Annotated Code of Maryland
(1965 1969 Replacement Volume), title "Public Education," subtitle
"Miscellaneous" "CHAPTER 6. THE PUBLIC SCHOOLS," be and
it is hereby repealed and re-enacted, with amendments, to read as
follows:
247. 77.
It shall be the duty of the board of education of each and every
county in the State of Maryland, and of the Board of Education for
Baltimore City, in the State of Maryland, to cause to have displayed
a flag of the United States of America upon every public school
building within their respective jurisdictions while said schools are
in session, and to that end shall make all necessary purchase of
flags, staffs and appliances therefor and establish rules and regula-
tions for the proper custody, care and display of the flag in said
schools; and it shall be the duty of said boards of education to
[prepare for the use of the public schools of the State a programme
providing for the salute to the flag, and] provide each classroom
with an American flag; to prepare for each classroom at the begin-
ning of each day of classes in all public schools of the State a program
providing for the salute to the flag and other patriotic exercises
