(h) Any resident or taxpayer of the political subdivision over
which the body has jurisdiction may petition the appropriate court
for an injunction to prevent violation of this Article. This petition
shall be given priority on the calendar of the court.
(i) Action otherwise duly taken shall be invalidated because of a
violation of any provision of this Article.
Sec. 2. And be it further enacted, That this Act shall take effect
July 1, 1970.

CHAPTER 709
(House Bill 891)
AN ACT to repeal and re-enact, with amendments, Section 37 (c) of
Article 87 of the Annotated Code of Maryland (1969 Replacement
Volume), title "Sheriffs," subtitle "Compensation and Duties," in-
creasing the salaries of the Sheriff of Baltimore County and his
chief deputy.
Section 1. Be it enacted by the General Assembly of Maryland,
The Section 37(c) of Article 87 of the Annotated Code of Maryland
(1969 Replacement Volume), title "Sheriffs," subtitle "Compensa-
tion and Duties," be and it is hereby repealed and re-enacted, with
amendments, to read as follows:
37.
(c) The Sheriff of Baltimore County shall receive an annual sal-
ary of [$15,000] $18,500. He shall appoint a chief deputy at an
annual salary of [$10,000] $12,500 and deputy sheriffs employed
as of July 1, 1968, shall each receive an annual salary of $8,000, and
shall receive such sum for necessary expenses as shall be authorized
by the County Council of said county. He shall also appoint a deputy
sheriff's matron, who shall receive compensation and benefits the
same as county employees under pay scale #.8 in the county em-
ployees' classification system and one (1) docket clerk, who shall re-
ceive compensation and benefits the same as county employees under
pay scale #7 in the county employees' classification system. He shall
also appoint four additional full-time deputy sheriffs after July 1,
1968, who shall each receive an annual salary of $7,000 for their first
year of employment and shall receive a $200 annual raise thereafter
until they reach the maximum salary of $8,000. The payment of such
compensation and expenses shall be made from the general funds of
Baltimore County, in the same manner as other general county dis-
bursements are made. The Sheriff of Baltimore County may appoint
persons to the positions of captain, lieutenant and sergeant within
his office. The captain, the lieutenant, and the sergeant shall receive
salaries of $9,000; $8,750; and $8,500; respectively. From and after
July 1, 1968, there shall be no part-time deputies employed in the
Sheriff's office.
