receiving such permission, shall not be subject to the payment of
said license or a license fee to said county nor shall a permit from the
County Commissioners of said county be required, but shall be sub-
ject to all the other provisions of this subtitle and to such reasonable
rules and regulations as have been or shall be adopted by said Com-
mission. [And said Commission shall on the first day of December
in each and every year pay said fees, after deducting therefrom the
expenses of the Commission, including the salaries of its members
and secretary and such other expenses as may be payable out of
said fees, to the Treasurer of this State.] All moneys collected
under this subtitle shall be paid over to the State Treasurer, and
shall become general funds of the State. Such moneys shall there-
after be disbursed by the Comptroller only pursuant to an appro-
priation made in accordance with Sections 32 and 52 of Article 3
of the Constitution or pursuant to the provisions of Sections 1
through 15, inclusive, of Article 15A of this Code, title "Budget and
Procurement," as amended from time to time.
Article 75½.

The secretary of the Board shall receive and account for all
[monies] moneys derived under the provisions of this article, and
shall pay the same monthly to the State Treasurer, who shall keep
such [monies] moneys in such banks as he deems proper and [cause
a separate accounting on the records of the State Comptroller in an
account to be known as the "Professional Engineers' and Land Sur-
veyors' Fund." Such fund shall be paid out only by warrant of the
State Comptroller upon the State Treasurer upon itemized vouchers;
approved by the chairman and attested by the secretary of the
Board. All monies in the "Professional Engineers' and Land Sur-
veyors' Fund" are hereby specifically appropriated for the use of
the Board.] such moneys shall become general funds of the State.
Such moneys shall thereafter be disbursed by the Comptroller only
pursuant to an appropriation made in accordance with Sections 32
and 52 of Article 3 of the Constitution or pursuant to the provisions
of Sections 1 through 15, inclusive, of Article 15A of this Code, title
"Budget and Procurement," as amended from time to time. The
secretary of the Board shall, upon entering the performance of his
duties, be covered by a surety bond in accordance with the provi-
sions of Sections 46 through 50 of Article 78A of the Annotated
Code of Maryland. The Board may employ such clerical, technical,
or other assistants as are necessary for the proper performance of its
work and may make expenditures of this fund for any purpose
which in the opinion of the Board is reasonably necessary for the
proper performance of its duties, under this article, including the
expenses of the Board's delegates to annual conventions of, and mem-
bership dues to the National Council of State Boards of Engineering
Examiners, its successors or any of its subdivisions, or other similar
professional organizations. Under no circumstances shall the total
amount of warrants issued by the State Comptroller in payment of
the expenses and compensation provided for in this article exceed
the amount of examination, registration and renewal fees collected
as herein provided.
