and Cheseldine's Island in St. Mary's County [between the 1st day
of June and the 14th day of March next succeeding, both dates
inclusive, and it shall be unlawful to set any fish trap or apparatus
of like description near the mouth of any of the tributaries of the
said Potomac and Wicomico rivers within Charles County between
the aforesaid lines mentioned above]. Possession of a seine greater
than 160 fathoms in length while actively engaged in seining in the
above described water shall constitute a violation of this subsection
and shall be punishable by a fine of not less than two hundred dol-
lars ($200.00).
Sec. 2. And be it further enacted, That this Act shall take effect
July 1, 1970.

AN ACT to repeal and re-enact, with amendments, Sections 1 and
2 of Chapter 773 of the Acts of the General Assembly of 1969,
amending the law which authorized and empowered the Board of
County Commissioners of Charles County to borrow a certain
sum of money for the purpose of extending, improving, construct-
ing and repairing an addition to Physician's Memorial Hospital
in Charles County, in order to change the maximum rate of in-
terest specified therein; specifying the effective date of this Act
and making the effect of this Act subject to certain contingen-
cies.
Section 1. Be it enacted by the General Assembly of Maryland,
That Sections 1 and 2 of Chapter 773 of the Acts of the General
Assembly of 1969, be and they are hereby repealed and re-enacted,
with amendments, to read as follows:

The Board of County Commissioners of Charles County is hereby
authorized and empowered to borrow at such time or times as it
may be decided upon the faith and credit of the county a sum or
sums of money not to exceed one and one-half million dollars ($1,-
500,000) at a rate of interest not to exceed [five and one-half per
centum (5½%)] eight per centum (8%) per annum for the purpose
of extending, improving, constructing and repairing an addition to
Physician's Memorial Hospital in Charles County, the particular pur-
pose or purposes to be determined by the said Board.
2.
The said Board of County Commissioners is hereby authorized
to borrow under the provisions of this Act from such bank, banker
or trust company or from any other source as it may from time to
time select. The said Board is authorized to execute and deliver
negotiable promissory notes, certificates of indebtedness or bonds of
