in the same manner as other debts are collectible in the County and
said ready-to-serve charge, other service charges and all penalties
shall be a first lien against said property.

170. Connections with other systems.

The said Commission shall have full power and authority to enter
into any contract for the connection of its water supply, sewerage
or drainage system or any part thereof with [those of] any publicly
or privately owned system
[municipality or adjoining County], for
the purchase or sale of water and for the collection, treatment and
disposal of sewage and other drainage, [from any sanitary dis-
trict] and to enter into any other agreement concerning any other
matter and on such terms deemed by the Commission to be necessary,
advisable or expedient for the proper construction, maintenance and
operation of the water supply, sewerage or drainage systems under
its control, or those under the control of any [municipality] public,
or [county] private body.

Sec. 2. And be it further enacted, That this Act is hereby de-
clared to be an emergency measure and necessary for the immediate
preservation of the public health and safety and having been passed
by a yea and nay vote supported by three-fifths of all the members
elected to each of the two houses of the General Assembly, the same
shall take effect from the date of its passage.

CHAPTER 656
(House Bill 1527)

AN ACT to repeal and re-enact, with amendments, Section 274 (b)
of Article 66C of the Annotated Code of Maryland (1967 Replace-
ment Volume), title "Natural Resources," subtitle "Fish and
Fisheries," subheading "Part 2. Tidal Waters," to prohibit the
use of local seines of greater length than 160 fathoms in rivers
and tributaries in Charles County; to provide for a penalty if
seines greater than 160 fathoms are used; and to eliminate the
part of the subsection making it unlawful to set fish traps and ap-
paratus of like description at certain points in Charles County.

Section 1. Be it enacted by the General Assembly of Maryland,

land (1967 Replacement Volume), title "Natural Resources," sub-
title "Fish and Fisheries," subheading "Part 2. Tidal Waters," be
and it is hereby repealed and re-enacted, with amendments, to read
as follows:

(b) Haul seines of greater length than 160 fathoms are pro-
hibited in the Potomac River and its tributaries, and in the Wicomico
River and its tributaries between Maryland Point in Charles County
