to the practice of law in the State, and who shall sit at Prince
Frederick and at North Beach. The magistrate shall receive an an-
nual salary of [five thousand dollars ($5,000.00) and an allowance
of one thousand four hundred dollars ($1,400.00) annually for ex-
penses reasonably necessary in the performance of his duties; such
allowance to be in lieu of the traveling expenses provided in Section
113 herein.] eight thousand dollars ($8,000.00). The County Com-
missioners shall provide and pay for all necessary secretarial assist-
ance, and the magistrate shall not be eligible for the traveling
expense allowance as provided in Section 113 herein.
The magistrate
shall keep separate dockets with respect to all cases and forfeitures
relating to violations of the ordinances of North Beach and Chesa-
peake Beach respectively and all fines, penalties, forfeitures and
costs collected by him in connection with such municipal violations
shall be paid by him to the treasurer of North Beach with respect to
violations of municipal ordinances of that municipality, and to the
treasurer of Chesapeake Beach with respect to violations of the
municipal ordinances of that municipality, such payments to be
made not later than the tenth day of each month with respect to
collections received by him during the month preceding. One of the
committing magistrates, in the absence of the Trial Magistrate, may
serve as Assistant Trial Magistrate and he shall be compensated at

a rate of $50 per hour while sitting in court as Assistant Trial

Magistrate. THERE SHALL BE A SUBSTITUTE TRIAL MAG-
ISTRATE WHO IN THE ABSENCE OF THE TRIAL MAGIS-
TRATE, MAY SERVE AS TRIAL MAGISTRATE AND HE SHALL
BE COMPENSATED AT THE RATE OF $50 PER HOUR DAY
WHILE SITTING IN COURT AS TRIAL MAGISTRATE, BUT
HIS ANNUAL COMPENSATION SHALL NOT EXCEED FIVE
THOUSAND DOLLARS ($5,000).

SEC. 2. And be it further enacted, That this Act shall take effect
July 1, 1970.

(House Bill 1388)

AN ACT to add new Section 201-A to Article 15 of the Code of Public
Local Laws of Kent County (1968 Edition, being Article 15 of
the Code of Public Local Laws of Maryland), title "Kent County,"
subtitle "County Commissioners," to follow immediately after
Section 201 thereof, providing an alternate borrowing procedure
under which the County Commissioners may, under certain condi-
tions, in exercise of borrowing authority now or hereafter provided
by the General Assembly of Maryland, borrow money from a bank
or banks having offices in the County.

Section 1. Be it enacted by the General Assembly of Maryland,
That new Section 201-A be and it is hereby added to Article 15 of
the Code of Public Local Laws of Kent County (1968 Edition, being
