filed after June 1, 1965, for the same zoning classification upon which
there was a decision on the merits unless thirty-six (36) months
has expired since the filing of the application for the previous zoning
map amendment upon which there was a decision on the merits;
and be it further provided that an application for a zoning map
amendment filed with the county council for Montgomery County,
sitting as a district council, shall set forth the names of all persons
having a substantial interest in the subject property of the applica-
tion, such substantial interest to include all those persons with a
share in such property amounting to five per cent (5%) or more
whether held in an individual or corporate capacity of the full cash
value of such property exclusive of all mortgages, deeds of trust,
liens and encumbrances, and shall also set forth the names of all
contract purchasers and all those persons holding a mortgage, deed
of trust, or an option to purchase such property; provided, however,
that the aforegoing time limitation and name requirement shall not
apply to applications filed by the district council or by the commission.
Sec. 2. And be it further enacted, That this Act shall take effect
June 1, 1970.

(House Bill 1383)
AN ACT to repeal and re-enact, with amendments, Sections 97A
and 108(4) of Article 52 of the Annotated Code of Maryland
(1968 Replacement Volume), title "Justices of the Peace," subtitle
"Trial Magistrates System," increasing the number of committing
magistrates in Calvert County, increasing the salary of the Trial
Magistrate of Calvert County, providing that the County Com-
missioners supply and pay for secretarial help in the Trial Magis-
trate's office, abolishing the Trial Magistrate's expense allowance,
and providing for an Assistant A SUBSTITUTE Trial Magistrate
and compensation therefor.
Section 1. Be it enacted by the General Assembly of Maryland,
That Sections 97A and 108(4) of Article 52 of the Annotated Code
of Maryland (1968 Replacement Volume), title "Justices of the
Peace," subtitle "Trial Magistrates System," be and they are hereby
repealed and re-enacted, with amendments, to read as follows:
97A.
Notwithstanding the provisions of Section 97 above, in Calvert
County, there shall be appointed not more than [four] five justices
of the peace known as committing magistrates, one for North Beach,
one for Solomons and not more than two for Prince Frederick.

(4) There shall be one trial magistrate for Calvert County who
shall be either a graduate of a law school within the State, or admitted
