categories of "open spaces" or "open areas" for county, county school,
municipal or special district property taxes imposed upon real prop-
erty in the particular political subdivision. In Montgomery and
Prince George's
Country] ies, easements and interests conveyed
under this section may be perpetual or for periods of not less than
5 years. Easements or interests previously conveyed may be ex-
tended for any period of time. In Prince George's County an easement

to any land which lies within a flood plain (as such area is defined
by the Prince George's County Planning Board) shall be accepted

by the Maryland National Capital Park and Planning Commission,
and such land shall be eligible for a tax credit of up to 100%.
A
tax
credit granted under this section shall be effective as long as the
State, local, or federal government, or the Maryland-National Capital
Park and Planning Commission, holds the easement or interest.

Sec. 2. And be it further enacted, That this Act shall take effect
July 1, 1970.

CHAPTER 643
(House Bill 1365)

AN ACT to repeal and re-enact, with amendments, Sections 316(a),
(b), 318(b), (c), and 318C, D, (a), (b) (c), (d), E of Article 43 of
the Annotated Code of Maryland, (1965 Replacement Volume and
1969 Supplement), title "Health," subtitle "State Board of Barber
Examiners," to change the word "apprentice" to the word "jour-
neyman" where it appears in the licensing provisions of the law.

Section 1. Be it enacted by the General Assembly of Maryland,
That Sections 316(a), (b), 318(b), (c), and 318C, D, (a), (b), (c),
(d), E of Article 43 of the Annotated Code of Maryland, (1965
Replacement Volume and 1969 Supplement), title "Health," subtitle
"State Board of Barber Examiners," be and they are hereby repealed
and re-enacted, with amendments, to read as follows:

316.

(a) No person shall after June 1, 1957 practice the occupation
of a barber in this State unless such person shall have first served
as [an apprentice] a journeyman barber as provided herein, ex-
cept a nonresident barber as provided herein in subsection (b) and
shall have received a certificate of qualification, except as provided
in Section 318 of this subtitle, from the Board of Examiners pro-
vided for in Section 311, for the purpose of examining applicants for
certificates of qualification as barbers. Said certificate of qualification
shall be valid for one year only and shall be renewed annually at
a fee of five dollars ($5.00). The said Board of Examiners shall
appoint the time and places for holding examinations. Such appoint-
ment shall be made with due regard to the convenience of the ap-
plicants and the public service. Said Board of Examiners shall pre-
scribe the mode and manner of conducting such examinations, said
