[(a-½) In Caroline County the books and records of the liquor
control board shall be audited at the same time and in the same
manner as the books and records of the Board of County
Commissioners.]
165.
[(b) All net profits arising from the operation of the dispensary
or dispensaries in Caroline County shall be first applied to the pay-
ment of any and all sums advanced to or borrowed by liquor control
board. After such sums have been paid, the said board shall be
authorized to create and maintain a reserve fund not to exceed
$25,000.00 to provide adequate working capital and to meet any
losses that may be sustained by the board in the operation of such
dispensaries. All net profits in excess of the above shall belong to
and be paid over to the County Commissioners of Caroline County
on or before June 1 in each and every year.]
168.
This subtitle shall apply to [Caroline,] Garrett, Harford, Mont-
gomery, Kent, Somerset, Wicomico and Worcester counties.
Sec. 3. And be it further enacted, That notwithstanding any
other provision of this Act, no licensee in Caroline County shall sell
any wine or liquor for consumption off the premises prior to October
1, 1970.
Sec. 4. And be it further enacted, That all funds held by the
Caroline County Liquor Control Board as of September 30, 1970,
shall be credited to the general funds of Caroline County on that
date.
Sec. 5. And be it further enacted, That all laws or parts of laws,
public general or public local, inconsistent with the provisions of
this Act are repealed to the extent of the inconsistency.
Sec. 6. And be it further enacted, That this Act shall take effect
July 1, 1970, except that Section 2 of this Act shall take effect
September 30, 1970.
