TION OF THEIR INDIVIDUAL TERMS WHEN THEY WILL BE
REAPPOINTED OR REPLACED AS PROVIDED BY THIS SEC-
TION. THE TERMS OF OFFICE FOR THE MEMBERS OF THE
CAROLINE COUNTY BOARD SHALL BE THREE YEARS. IN
CAROLINE COUNTY APPOINTMENTS TO THE BOARD OF
LICENSE COMMISSIONERS SHALL BE MADE BY THE GOV-
ERNOR WITH THE ADVICE AND CONSENT OF THE HOUSE
OF DELEGATES, IF IN SESSION, AND IF NOT IN SESSION,
THE GOVERNOR SHALL MAKE THE APPOINTMENTS WHICH
SHALL CONTINUE IN FORCE UNTIL THE END OF THE NEXT
SESSION OF THE GENERAL ASSEMBLY.

(g) This section shall be applicable in Baltimore City, and (ex-
cept as otherwise provided) in Allegany, Anne Arundel, Calvert,
Caroline, Prince George's, St. Mary's, Somerset, Talbot, Washington,
and Wicomico Counties.

In [Caroline,] Garrett and Harford counties, the liquor control
board is hereby declared to be a State agency to administer the
provisions of this article applicable to each of these counties respec-
tively, and as such is clothed with discretionary powers, in granting,
refusing, revoking or suspending licenses for the sale of alcoholic
beverages, within the limits prescribed under this article.

(g) In Caroline County each member of the board shall receive
an annual salary of five hundred dollars ($500).

(c) The members of the respective boards shall be appointed
by the Governor with the advice and consent of the Senate. Pro-
vided, that in Somerset County they shall be appointed by the
Governor. In Harford County they shall be appointed by the Board
of County Commissioners. In Garrett County, the members of the
board shall be appointed by the Governor. He shall appoint two
members of the board who are members of that political party which
has elected a majority of the members of the Board of County
Commissioners and one member of the board from that political
party other than the one electing a majority of the Board of County
Commissioners. The appointments shall be confirmed by the House
of Delegates if there is no resident Senator elected from the county.
In Kent County the County Commissioners shall be ex officio the
members of the liquor control board. In Garrett and Harford
counties said board shall also be known as the board of license
commissioners of these respective counties upon which shall be
devolved all the duties and rights given elsewhere in this article.
In Montgomery County the director of the department of liquor
control shall be appointed and removed by the county manager with
the approval of the County Council. In Montgomery County there
shall also be an advisory board which shall consist of three members
appointed by the Montgomery County Council. All members shall
be residents of Montgomery County, and of the three members, one
shall be a bona fide holder of a liquor license in Montgomery County.
