Section 1. Be it enacted by the General Assembly of Maryland,
That new subsection 123(g) be and it is hereby added to Article
66½ of the Annotated Code of Maryland (1967 Replacement Volume
and 1969 Supplement), title "Motor Vehicles," subtitle "Motor Vehi-
cle Financial Responsibility," to follow immediately after subsection
123(f) thereof, and to read as follows:
123.
(g) To the operator or owner of a vehicle involved in an ac-
cident who is caused to suffer under the provisions enumerated in
Section 122, and later satisfactorily BY FILING WITH THE DE-
PARTMENT A RELEASE OR FINAL ADJUDICATION OF NON-
LIABILITY THAT proves he was not at fault, then such provisions
invoked against him shall be rescinded.
Sec. 2. And be it further enacted, That this Act shall take effect
July 1, 1970.

AN ACT to add new Section 232C to the Code of Public Local Laws
of Harford County (1965 Edition, being Article 13 of the Code
of Public Local Laws of Maryland), title "Harford County," sub-
title "County Commissioners," to follow immediately after Section
232B thereof, as added, last amended by Chapter 25 of the Acts
of 1967; authorizing the County Commissioners to license and
regulate the establishment of drive-in movie theaters and provid-
ing for the screening, fencing, or relocation of the movie screen
from the view of persons traveling on any street, road or high-
way.

That new Section 232C be and it is hereby added to the Code of
Public Local Laws of Harford County (1965 Edition, being Article
13 of the Code of Public Local Laws of Maryland), title "Harford
County," subtitle "County Commissioners," to follow immediately
after Section 232B thereof, as added, last amended by Chapter 25
of the Acts of 1967, and to read as follows:
232C.
(a) The County Commissioners of Harford County shall have the
power BY ORDINANCE OR RESOLUTION to license and regulate
the establishment of all drive-in movie theaters., AND ADOPT
STANDARDS AND REQUIREMENTS FOR THE ISSUANCE OF
LICENSES.
(b) In the interest of highway safety, after July 1, 1970, no
license for the operation of any new drive-in movie theater CON-
STRUCTED AFTER JULY 1, 1970 in Harford County shall be
issued unless the drive-in movie is constructed in such a manner that
the movie screen cannot be seen from any public street, road or high-
way located in Harford County.
