election districts and precincts in which such games of bingo may
not be operated, provided, however, that all regulations adopted and
fees established shall be uniform as to each precinct or district
in which the operation or conducting of such games is permitted.
(d) The powers hereby granted to the County Commissioners to
adopt regulations for the playing or conducting of games of bingo,
for the issuance of permits therefor, and for the establishment of
fees therefor, and for the determination of the respective precincts
or election districts of the county in which any said game or games
may or may not be operated or conducted shall be exercised pur-
suant to and by virtue of the police powers of the State of Maryland.
Sec. 2. And be it further enacted, That this Act shall take effect
July 1, 1970.

(House Bill 2)
AN ACT to withdraw and repeal Chapter 788 of the Acts of the
General Assembly of 1969 and to propose amendments to certain
sections of the Constitution of Maryland, by repealing and re-
enacting Sections 1, 3, and 13 of Article II, title "Executive De-
partment," and Sections 14, 15, 27 and 52(10) of Article III,
title "Legislative Department," providing for the convening of
the General Assembly, changing the maximum duration of regular
sessions of the General Assembly, providing for a possible exten-
sion thereof, creating a General Assembly Compensation Commis-
sion to determine the compensation and retirement allowances
of members of the General Assembly, making certain compen-
sating changes with respect to the time for inaugurating the
Governor, the time for submitting the Governor's bill THE TIME
FOR FINALLY ACTING UPON THE BUDGET BILL, and the
time for the introduction of bills into the General Assembly, enact-
ing certain procedural provisions and providing for the duties of
certain State officers in relation thereto, and providing for the sub-
mission of this amendment to the qualified voters of the State of
Maryland for their adoption or rejection.
Section 1. Be it enacted by the General Assembly of Maryland,
(three-fifths of the members elected to each of the two Houses
concurring), That Chapter 788 of the Acts of the General Assembly
of 1969 be and is hereby withdrawn and recalled for appropriate
legislative action.
Sec. 2. And be it further enacted, That Chapter 788 of the Acts
of the General Assembly of 1969 be and is hereby repealed.
Sec. 3. And be it further enacted, That Sections 1, 3, and 13 of
Article II of the Constitution of Maryland, title "Executive Depart-
ment," and Sections 14, 15, 27 and 52(10) of Article III, title
"Legislative Department," be and they are hereby repealed and re-
