in equity to foreclose all rights of redemption of the property to
which such certificate relates, as hereinafter provided. The right to
redeem shall, nevertheless, exist and continue until finally barred
by decree of the court of equity in which the foreclosure pro-
ceeding is filed. Unless a proceeding to foreclose the right of re-
demption is filed within two years of the date of the certificate
of sale, the said certificate shall be void and any and all right,
title and interest of the holder of the certificate of sale of his
predecessors thereof, in and to the property sold shall cease and
all money received by the collector on account of the said sale
shall be deemed forfeited, and shall be applied by the collector
on the taxes in arrears on said property. However, in Baltimore
City, where any building or structure is sold and purchased pursuant
to the provisions of the subtitle "Tax Sales" of this article, and the
commissioner of the department of housing and community develop-
ment of Baltimore City, or the successor in this office from time
to time as the case may be, shall certify that the particular building
or structure involved requires, or within six months shall require,
substantial repairs to comply with the Baltimore City Building Code,
then, and in that event, the holder of any certificate of sale, his
heirs or assigns, may at any time after the expiration of sixty days
from the date of sale, file a bill in equity to foreclose all rights of
redemption of the property to which such certificate relates; pro-
vided, that in any such case the aforementioned certificate of the
commissioner of the department of housing and community develop-
ment of Baltimore City, or the successor in this office from time
to time as the case may be, shall be attached to and made a part
of the bill in equity to foreclose the rights of redemption herein-
before mentioned.

(B) THE HOLDER OF ANY CERTIFICATE OF SALE ISSUED
BY ANY COUNTY SUBSEQUENT TO JULY 1, 1969, THAT
BEING THE EFFECTIVE DATE OF CHAPTER 603, ACTS OF
1969, SHALL HAVE THE RIGHT TO FILE A BILL IN EQUITY
TO FORECLOSE RIGHTS OF REDEMPTION AS IF THIS SEC-
TION HAD NOT BEEN AMENDED BY SAID CHAPTER 603.

Sec. 2. And be it further enacted, That this Act shall take effect
July 1, 1970.

AN ACT to add new Section 112 (t) to Article 66C of the Annotated
Code of Maryland (1967 Replacement Volume and 1969 Supple-
ment), title "Natural Resources," subtitle "Birds, Game and In-
land Water Fish," SUBHEADING "TITLE AND DEFINI-
TIONS," to follow immediately after Section 112 (s) thereof, to
provide that the term "resident" include Armed Forces personnel
officially stationed in Maryland; and to repeal and re-enact, with
amendments, Section 219 (f) of the same Article, title and sub-
title, SUBHEADING "GAME AND FRESH WATER FISH," to
