(b)    A police officer at the scene of a traffic accident may arrest
without a warrant any driver of a vehicle who is a nonresident of
this State and who is involved in the accident when, based upon
personal investigation, the officer has reasonable and probable
grounds to believe that the person has committed any offense under
the provisions of this article in connection with the accident, and
if the officer has reasonable and probable grounds to believe the
person will disregard a written promise to appear in court.

(c)    Whenever any person is arrested under the provisions of
this section, he shall be taken without unnecessary delay before the
proper magistrate, as specified in section 16-111.

(D) A PERSON, FIRM OR CORPORATION OPERATING
COMMERCIAL MOTOR VEHICLES OVER THE HIGHWAYS
OF THIS STATE WHICH ARE LICENSED IN ANOTHER
STATE AND WHO DESIRES TO ACCEPT A WRITTEN TRAF-
FIC CITATION AS PROVIDED IN SECTION 16-109, MUST
MAKE WRITTEN APPLICATION TO THE DEPARTMENT OF
MARYLAND STATE POLICE. BY REGULATION THE DE-
PARTMENT OF MARYLAND STATE POLICE SHALL PRE-
SCRIBE THE FORM OF APPLICATION AND SUCH OTHER
REQUIREMENTS IT MAY DEEM NECESSARY TO QUALIFY
THE APPLICANT.

(E) IT SHALL BE THE DUTY OF AN APPROVED OP-
ERATOR TO OBEY EACH CITATION ISSUED UNDER THE
PROVISIONS OF THIS SUBTITLE. FAILURE TO OBEY A
CITATION, OR IF AFTER DUE NOTICE, FAILURE OF THE
APPROVED OPERATOR OR HIS AGENT TO PRESENT THE
THE REQUIRED COLLATERAL MAY CAUSE FORFEITURE
OF THE OPERATOR'S BOND POSTED IN COMPLIANCE
WITH SECTION 419 OF THE "ROAD TAX ON MOTOR CAR-
RIERS ACT" IN ARTICLE 81 OF THIS CODE AND MAY
ALSO REVOKE THE OPERATOR'S REGISTRATION AND OP-
ERATING PRIVILEGES ISSUED UNDER SAID "ROAD TAX
ON MOTOR CARRIERS ACT." NOTICE OF REVOCATION
SENT BY REGISTERED MAIL TO THE OPERATOR AT HIS
LAST KNOWN ADDRESS SHALL BE JUST AND SUFFI-
CIENT NOTICE THAT THE OPERATOR'S REGISTRATION
AND OPERATING PRIVILEGES ARE REVOKED.

(F) THIRTY (30) DAYS AFTER NOTICE OF REVOCA-
TION HAS BEEN SENT, FURTHER OPERATION IN THIS
STATE BY THE OPERATOR SO REVOKED SHALL CONSTI-
TUTE A VIOLATION AND EACH SUCH OPERATION SHALL BE
A SEPARATE OFFENSE AND SHALL BE PUNISHABLE IN
ACCORDANCE WITH THE PROVISIONS SET FORTH IN
THE "ROAD TAX ON MOTOR CARRIERS ACT" IN ARTI-
CLE 81 OF THIS CODE FOR A VIOLATION OF SAID ACT.

§ 16-109 When person to be given five-day notice to appear in
court.

(a) Whenever a person is halted by a police officer for an offense
punishable as a misdemeanor and which is either a violation of this
article or a traffic offense under local law, and is not taken before
a magistrate as hereinbefore required or permitted, the officer shall
