§ 15-105. State Roads Commission to place traffic-control devices
on highways under its jurisdiction.

(a)    The State Roads Commission shall place and maintain, upon
all highways under its jurisdiction, traffic-control devices, conform-
ing to its manual and specifications, it deems necessary to indicate
and to carry out the provisions of this article or to regulate, warn,
or guide traffic.

(b)    No local authority shall place or maintain any traffic-control
device upon any highway under the jurisdiction of the State Roads
Commission except by the latter's permission and in accordance with
the direction of the commission.

§ 15-106. Local traffic-control devices.

(a) Local authorities in their respective jurisdictions shall place
and maintain traffic-control devices upon highways under their
jurisdiction as they deem necessary to indicate and to carry out the
provisions of this article or local traffic ordinances or to regulate,
warn, or guide traffic. All traffic-control devices hereafter erected
shall conform to the State manual and specifications.

(b) Local authorities in exercising those functions referred to

cin subsection (a) shall be subject to the direction and control of the
State Roads Commission.

§ 15-107. Authority to require pedestrian obedience to traffic-
control signals.

Local authorities may require that pedestrians shall strictly com-
ply with the directions of any official traffic-control signal and may
prohibit pedestrians from crossing any roadway in a business dis-
trict or any designated highways except in a cross walk.

§ 15-108. Authority to designate through highways and "stop" and
"yield" intersections.

The State Roads Commission with reference to State and county
highways and local authorities with reference to other highways
under their jurisdiction may designate through highways and erect
stop signs or yield signs at specified entrances thereto, or may desig-
nate any intersection as a stop intersection or as a yield intersection
and erect stop signs or yield signs at one or more entrances to such
intersection.

§ 15-109. Regulations relative to school buses.

(a) The Department of Motor Vehicles by and with the advice of
the State Board of Education commissioner shall adopt and enforce
regulations not consistent
INCONSISTENT with this article to gov-
ern the design and operation
SAFE OPERATION AND DESIGN
of all school buses owned and operated by any school district or
privately owned and operated under contract with any school district
in this State, and the regulations shall by reference be made a part
of the contract with a school district. Every school district, its
officers and employees, and every person employed under contract by
a school district shall be subject to the regulations.
