judgment the same is warranted on account of the cost of living and
the general employment conditions in the particular area, to approve
increases in salaries of employees of county welfare boards DE-
PARTMENTS OF SOCIAL SERVICES created by the State
Department of Public Welfare SOCIAL SERVICES, up to but not
exceeding twenty per centum (20%) over the salary fixed for such
positions by said [Board] Secretary subject to the approval of the
county commissioners of the particular county where salaries are
proposed to be increased, such increases to be prorated on the same
basis as the basic salaries of such employees.

(d) Extra compensation, to be known as shift differential pay,
shall be granted to designated employees. Such employees, to be
eligible, must regularly work on an eight-hour shift, starting be-
tween 2:00 p.m. and 1:00 a.m. The [Board] Secretary shall estab-
lish rules and regulations for the payment of such shift differential,
to provide fairness and equity among all employees in consideration
of the hours worked, conditions and place of employment, prevailing
practices in the locality, and other factors deemed by the [Board]
Secretary to be relevant under the circumstances.

29.

The [Standard Salary Board] Secretary of Personnel shall fur-
nish each member of the General Assembly with a copy of the
amended schedule of any salary revision promptly after said schedule
has been approved by the Governor.

30.

(a)    The [State Employees' Standard Salary Board] Secretary
of Personnel
shall formulate rules and regulations for the adminis-
tration of Sections 26 27-30, which shall include provisions for auto-
matic increases, from minimum to maximum, of the rates established
by the schedule, except that [said Board] the Secretary shall have
the power to establish flat or fixed salaries and wage rates for special
classifications or cases, (for a period not to exceed two years) where
[, upon the recommendation of the State Commissioner of Personnel
and in the discretion of said Board,] provision for automatic
increases are deemed inadvisable; and such rules shall, after approval
by the Governor, have the force of law in the same manner as other
conditions herein prescribed. [Said Board] The Secretary shall have
the power and authority at any time to increase or decrease any
rates of pay for all employees in the classified and in the unclassified
service, and said increased or decreased rates of pay shall, after
approval by the Governor, apply to all employees in the classifi-
cation or classifications so affected, including incumbent employees
and new employees.

(b)    Subject to the approval of the [State Commissioner] Sec-
retary
of Personnel, and not otherwise, the automatic increases in
salary rates provided for hereinabove in this section shall not apply
in the instances specified in this subsection, and no such increase or
increases over an existing salary shall be paid to any person if:

(1) The probation period for such person shall have been
extended for a longer period than six months, pursuant to the pro-
visions of Section 33 of this article, during the period of the extended
probation; or
