(c)    Any person removing a wrecked or damaged vehicle from
a highway shall remove any glass or other injurious substance
dropped upon the highway from the vehicle or vehicles.

(d)    No person shall throw, dump, or deposit any trash, junk, or
other refuse upon any highway.

(e)    If this section is violated by an occupant of a vehicle which
has two or more occupants and it cannot be determined which oc-
cupant is the violator, the owner of the vehicle, if present, shall be
presumed to be responsible for the violation; in the absence of the
owner of the vehicle, the operator of the vehicle shall be presumed
to be responsible for the violation.

(f)    A violation of this section shall not be deemed or treated as
a moving violation under section 6-402 of this article.

§ 11-1112. Turning off lights to avoid identification.

No person shall turn off all or any of his vehicle lights for the
purpose of avoiding identification.

§ 11-1118. Placing of traffic hazard along any highway.

No person shall place any structure, building, or vehicle on any
highway for the purpose of selling or displaying any produce or
merchandise in a manner to constitute a traffic hazard, and the
person shall, upon the order of any police officer, remove the struc-
ture, building, or vehicle.

§ 11-1114. Damage to highways.

(a)    No person shall drive or walk upon any new roadbed, or new
repairs of any roadbed, before it is opened to traffic.

(b)    No person shall drive upon the parking strip or center park-
way area on dual highways, unless authorized to do so by the traffic
authority which has jurisdiction over the highway.

(c)    No person shall willfully injure or damage in any manner
any highway while under construction or thereafter or willfully in-
jure or damage any work, material, or structure used in connection
therewith.

§ 11-1115. Removing lights or guards.

No person shall move, remove, or alter the position of any light
or guard set up for the purpose of closing any highway or any part
thereof to traffic.

§ 11-1116. Racing or speed contest.

(a)    No person shall operate a vehicle on any highway or on any
private property which is used by the public in general, in a speed
contest or on a bet or wager.

(b)    No person shall participate as a timekeeper or flagman in
any unauthorized race or speed contest on any highway. The race
or speed contest need not be for a prize, reward, or wager to come
within the meaning of this section.
