(4) If an abandoned motor vehicle is not reclaimed in accordance
with subsection (c), the police department shall give the applicant
a certificate of authority to sell the motor vehicle to any wrecker or
scrap processor for demolition, wrecking, or dismantling. The
wrecker or scrap processor shall accept such certificate in lieu of the
certificate of title to the motor vehicle.
(5) Notwithstanding any other provisions of this section, any
person, firm, corporation, or unit of government upon whose prop-
erty or in whose possession any abandoned motor vehicle is found,
or any person being the owner of a motor vehicle whose title certifi-
cate is faulty, or destroyed may dispose of the motor vehicle to a
wrecker or scrap processor without the title and without notification
procedures of subsection (c) of this section, if the motor vehicle is
over eight years old and has no engine or is otherwise totally
inoperable.
(g) Definitions: For the purposes of this section the following
shall apply:
(1) "Police department" means the Department of Maryland
State Police or any police department of a county, city or town
and in Baltimore City the agency designated by the Board of Esti-
mates.
(2) "Abandoned motor vehicle" means a motor vehicle that is
inoperable and is left unattended on public property for more than
forty-eight hours, or a motor vehicle that has remained illegally on
public property for a period of more than forty-eight hours, or a
motor vehicle that has remained on private property without the
consent of the owner or person in control of the property for more
than forty-eight hours.
§ 11-1003. Stopping, standing or parking prohibited in specified
places.
(a) Except when necessary to avoid conflict with other traffic,
or in compliance with law or the directions of a police officer or
official traffic-control device, no person shall:
(1) Stop, stand or park a vehicle:
(i) In front of a public driveway;
(ii) On a sidewalk;
(iii) Within an intersection;
(iv) On a cross walk;
(v) Between a safety zone and the adjacent curb or within 30
feet of points on the curb immediately opposite the ends of a safety
zone, unless the State Roads Commission or local authority indicate
a different length by signs or markings;
(vi) Alongside or opposite any street excavation or obstruction
when stopping, standing, or parking would obstruct traffic;
(vii) Upon any bridge or other elevated structure upon a high-
way or within a highway tunnel;
